We are seeking a Project Manager to advance research and development efforts as the technical base for national and homeland security agencies to meet their nonproliferation, counter-proliferation, and counterterrorism responsibilities. The selected applicant will lead programs within the Defense Nuclear Nonproliferation mission, focused on R&D projects within the Proliferation Detection portfolio.

On any given day, you may be called to:

+ Develop, define, and execute project plans, schedules, budgets, and objectives
+ Collaborate with project personnel and partners within extended project teams, including customers, sponsors, and suppliers, to include partners across the Department of Energy (DOE) Laboratory Complex, the National Nuclear Security Administration (NNSA)
+ Make programmatic decisions regarding the direction of a project
+ Identify and address both technical and non-technical risks and opportunities
+ Represent program/project to upper management, customers and partners
+ Occasional business travel, both domestic and international


+ Advanced Engineering degree (Masters or PhD) plus 5 years' technical experience in aerospace, defense or other national security industry; OR Bachelor's degree in Engineering plus 9 years' technical experience in the above
+ Project Management experience leading R&D projects or teams
+ Current PMP certification or equivalent; OR the ability to acquire within 12 months
+ Ability to obtain and maintain a DOE Q clearance


+ Experience in making technical decisions on Research & Development projects
+ Familiarity with risk analysis and management processes
+ Experience with building and/or maintaining project schedules in Microsoft Project or Primavera
+ Experience working with the DOE, the NNSA, the Department of Defense or Intelligence Community
+ Experience with National Security Policy as it relates to Arms Control, Verification and Nonproliferation
+ Experience with management of Data Science R& D projects
+ Experience challenging engineering designs, complex engineering systems integration activities
+ Proven leadership abilities, including the ability to develop and articulate a strategic plan and implement that plan across a multi-functional team
+ Ability to make decisions requiring engineering judgment across more than one field
+ Proven ability to communicate effectively (written and verbal)
+ Willingness and ability to effectively work with technical R&D teams
+ Experience with Proliferation Detection Program (NA-22 Call process, principal investigator, task lead)
+ Project Management Professional (PMP) certification from the Project Management Institute, or ability to acquire certification within 12 months of employment

Department Description:

We have researched and developed new monitoring systems and technologies for over half a century. Building on that legacy, today we support national security missions involving nuclear proliferation detection, treaty monitoring, arms control, and various needs within the national security communities.

The Proliferation Signature & Data Exploitation Department leads research and development activities designed to develop tools, techniques, and methodologies to detect early indicators of a foreign nuclear programs ability to develop nuclear weapons. The activity spans a wide variety of theoretical, computational, and experimental work across numerous phenomenologies associated with proliferation activities.

This work provides scientific insight or discovers new and high-value signatures of proliferation activity and predicts with quantifiable uncertainty the relevance and implication of analytic findings. The department further researches and discovers ways to observe those signals for proliferation detection as well as supporting treaty monitoring and verification missions. Staff in the department provide essential scientific and engineering functions in the execution of complex, multi-lab R&D projects executed across the DOE complex. These R&D activities are directly linked to projects managed by the Proliferation Detection Program.

Security Clearance:
