Acquires high-value or complex goods and services needed to achieve Sandia National Laboratories mission. Officially represents and commits Sandia Corporation in such acquisitions. Works closely with members of Sandias scientific and engineering community to identify opportunities and challenges that can or should be addressed through planning, acquisition, and subcontract management. Manages customer programmatic needs while ensuring compliance and minimizing risk.

+ Officially represents and commits Sandia Corporation through contract actions.
+ Understands the technical work of the organization and connects the work and expertise of the organization with potential beneficiaries, collaborators, and customers.
+ Provides procurement technical guidance to the work of the organization.
+ Ensures that customer needs are satisfied through the creation of trust-based relationships.
+ Coordinates and statuses all procurement needs for a customer set and/or program for both small and large dollar acquisitions.
+ Oversees the administration of high-value or complex contracts from placement through final closeout.
+ Works closely with members of Sandias scientific, engineering, operations, legal, and financial communities to address opportunities and challenges that can or should be addressed by the acquisition planning through contract management process.
+ Creates and leads cross-functional teams to plan acquisitions that optimize value to external customers while appropriately allocating and managing risk and acting as good stewards of taxpayer dollars.
+ Oversees and performs market surveys and determines pricing arrangements, which may include firm fixed price, cost based, or incentive provisions.
+ In concert with project plans, drafts acquisition schedules, requests for quotations, requests for information, and resulting contract documents with the goal of meeting the needs of customers, aligning the interests of all parties, appropriately managing and allocating risk, obtaining the best value, and ensuring compliance with all Management and Operating Contract and legal requirements.
+ Reviews proposals for acceptability; analyzes pricing and total cost of ownership; and determines appropriate profit, fees, incentives, and best value to Sandia and the taxpayer.
+ Leads and oversees proposal evaluation teams and negotiates price, delivery, performance, and contract terms and conditions.
+ Makes and documents complex source selection decisions.
+ Manages supplier relationships, communications and interactions, including supplier qualification, pre-bid conferences, and post-award orientation.
+ Subcontract Administration:

- Evaluate suppliers through methods such as supplier visitations and performance measurements.
- Monitors and reports cost, schedule and status of contracts and recommends or implements corrective action as necessary.
- Monitors supplier performance and resolves all issues effecting contract compliance. Ensures satisfaction of legal requirements, company, and customer objectives.
- Assesses the need for and negotiates revisions to the contracts when appropriate.
- Ensures appropriate final close out of the contract.
- Makes independent decisions up to assigned authority level.


+ Bachelors degree in relevant discipline plus five or more years of experience, or equivalent:

- experience and/or achievements that demonstrate the knowledge, skills and ability to perform the duties of the job.
+ Proficiency and professional experience in the formation and administration of subcontracts, service agreements, statements of work, and other standard procurement documents.
+ Experience in the formation and administration of various subcontract types.
+ Ability to obtain and maintain a DOE L-level security clearance.


+ Industry certifications such as Certified Professional of Supply Management or similar.
+ Master's degree in business or other relevant discipline or equivalent years of experience.
