We seek a Senior Manager to lead the CREST Project Group. CREST stands for Combined Radiation Environments for Survivability Testing and is a proposed project to provide an advanced nuclear reactor facility to fill a mission gap for research, development, and qualification data in combined survivability/threat environments. It will replace and enhance an aging legacy capability. In this role, you will be a key member of the Center 1300 management team and will have the opportunity to build strategies that bring state-of-the-art physical science to bear on Sandia's national security missions. You will leverage a deep understanding of nuclear weapons systems requirements and radiation sciences to develop and execute strategic plans for a new facility. This job involves working within DOE Order 413.3B, Program and Project Management for the Acquisition of Capital Assets process, applying a thorough understanding of nuclear weapons and research community technical needs including technical program requirements. Your goal is to ensure that a project scope that meets the mission needs and program requirements is envisioned, correctly translated by the architect and other members of the project team (e.g, facilities SMEs, external consultants, ES&H, etc.), and delivered. Additionally the project must deliver an asset that meets the needs of the organization that will operate and maintain the asset for the rest of the project lifecycle and thus so you are responsible for ensuring that necessary and sufficient attention is focused on operational prove-out, start-up and ongoing operations and maintenance activities throughout the project design and delivery.

On any given day, you may be called on to:

+ Coordinate the strategy and execution plans to successfully obtain the next critical decision for the facility project
+ Assure the development of schedule, scope, budget, staffing, and risk plans for the facility project
+ Perform program development roles and business development inside and outside the nuclear deterrence program
+ Serve as a technical representative for the facility project
+ Assure a strong safety and security posture is built into the facility project
+ Oversee activities that involve the creation and application of scientific theories and laws and engineering methods used within scientific and engineering disciplines to develop or demonstrate new designs, concepts, materials, machines, products, processes, or systems


Resumes should reflect the following required qualifications:

+ Masters degree in science or engineering, and a strong record of technical and programmatic achievement
+ Eight years related experience
+ 4 years managerial experience
+ Experience developing strategy, plans, and program development with external customers
+ Experience working with the NNSA Defense Programs
+ Knowledge and experience with

DOE Order 413.3B
+ Knowledge and experience with nuclear facilities
+ Experience in managing projects
+ Current, active DOE Q security clearance


+ PhD in engineering or science
+ Demonstrated capability to lead a complex, highly diverse team of mission execution and mission support organizations that require partnering for successful delivery
+ Experience managing experimental research capabilities
+ Experience managing hazardous research involving radiation and nuclear material handling
+ Familiarity with relevant NEPA policies, DOE Orders governing safety, Federal Regulations governing nuclear safety basis, and relevant nuclear quality assurance requirements
+ Experience managing modeling and simulation R&D that leads to successful delivery
+ Leadership and mentoring abilities for development of managers and a management team
+ Experience working with the Department of Energy, National Nuclear Security Administration; the Department of Defense, including the USAF Nuclear Weapons Center and the Defense Threat Reduction Agency; the Intelligence Community; and the UK Atomic Weapons Establishment

Security Clearance:

Position requires a Department of Energy (DOE) Q security clearance to start, or equivalent active security clearance with another U.S. government agency (e.g., DOD). Sandia is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications.
