We are seeking an S&E Project Manager to join our team at the Sandia California site.

On any given day, you may be called on to:

+ Manage Risks and Opportunities where both project risks (potential negative outcomes) and project opportunities (potential positive outcomes) are identified, estimated, technically & programmatically assessed and managed through the life of the project.
+ Ensure that the various elements of the projects are properly coordinated through project integration processes. This includes activities to identify, define, combine, unify, and coordinate the various processes and project management activities.
+ Manage scope to ensure the project includes all the work required, and only the work required, to complete the project successfully.
+ Employ system engineering expertise by defining customer needs and required functionality early in the development cycle
+ Engage in Requirements Management to identify, assess, and justify stakeholders' wants and needs. Includes the processes necessary to establish how the requirements will be established, analyzed, tracked, and managed.
+ Lead change within a project and its project team through planning how changes to cost, schedule, and/or scope will be formally requested, authorized, and incorporated into the official project documents.
+ Analyze Earned Value Management data to assess project performance and progress through an understanding of scope, schedule, and resources measurements.

Required:

+ Bachelors degree or higher in relevant technical discipline plus five or more years Science & Engineering Project Management experience; or equivalent combination of education and engineering experience that demonstrates the knowledge, skills, and ability to perform the job duties.
+ Experience with standard project management practices for technical work including project plan development and control, scope management, project scheduling, cost estimation and management, quality assurance, project staffing, communications planning and management, risk and opportunity management, and procurement management.
+ Experience/proficiency in tools and applications commonly employed in project management activities.
+ Ability to achieve Project Management Professional (PMP) or equivalent certification within one year of hire
+ Ability to obtain and maintain a U.S. DOE Q security clearance.

Desired:

+ Active Q or Top Secret clearance.
+ Ability to make decisions requiring scientific or engineering judgment across more than one discipline.
+ Ability to effectively communicate across science and engineering disciplines.
+ Ability to collaborate with management at all levels.
+ Experience with Earned Value Management (EVM).
+ Experience with formal risk management.
+ Experience with EV tools, such as Cobra, Acumen, Primavera, and Empower
+ Experience working nuclear weapon programs/projects at the system and component levels.
+ Experience working with the Department of Energy, the National Nuclear Security Administration, or the Department of Defense.
+ Ability to lead projects with substantial resources ($1M/year or greater).
+ Project management education and certification(s).

Department Description:

The Sandia California site has multiple Project Management departments within the Nuclear Deterrence Portfolio. The W87-1 Project Management department is responsible for providing Project Management expertise to the W87-1 Modification Program system team at Sandia National Laboratories. The department is also an integral part of the Division 8000 Nuclear Deterrence (ND) Project Management Office (PMO). The NW Programs are responsible for assuring the safety, reliability and security of U.S. nuclear weapons, enabling the defense of our nation through our nuclear strategic deterrent. Informed with professional expertise in programmatic disciplines, the department provides and employs project management (PM) resources to plan, execute, manage, and report scope, cost, schedule, performance, requirements, risk and opportunities management, aspects of quality assurance, and information management functions associated with the W87-1. This team partners with the System Engineering team and provides knowledge of PM methodologies and tools to enable the technical line organizations to perform, oversee, and execute the scope for the W87-1.

Security Clearance:
