This posting is for a Science & Engineering \(S&E\) Project Manager who will serve as a SEP Program Engineer\. The Program Engineer is the SEP representative with all program customers \(NNSA, Navy, and Air Force\)\. You will:

+ Have a PMP certification or able to obtain PMP certification within one year of hire\.
+ Exercise overall authority and accountability for the full range of project management responsibilities;
+ Make programmatic decisions regarding the direction of a project and be held accountable for the results of those decisions;
+ Work with project personnel and partners with the extended project team, including customers, sponsors, and suppliers, to ensure that the project is fully and properly integrated;
+ Lead the production of project cost estimates and schedules;
+ Develop, define, and execute project plans, schedules, budgets, and deliverables;
+ Identify and address both technical and non\-technical risks and opportunities;
+ Recommend changes to improve engineering and project management processes\.
+ Moderate travel required


+ Give presentations to the customers at various program reviews\.
+ Articulate to customers how technical issues, including design and requirements changes, affect production budgets and schedules\.
+ Oversee work of project management staff, including project managers and/or project controllers\.
+ Work in a peer\-level relationship with the project technical leads to oversee project management activities\.
+ Analyze variance reporting and make decisions to take corrective actions\.
+ Understand the technical tasks sufficiently to identify time requirements and task dependencies and disallow work that is not required to meet project goals\.
+ Manage the project to ensure that it is completed within budget constraints using cost estimation, budget determination, and cost control\. Effectively address budget concerns with the appropriate program offices\.
+ Lead the preparation of timely and accurate reports which highlight key technical and programmatic issues and summarize information at a manageable level\.
+ Use a strong technical understanding of the risks and opportunities to ensure that all are properly prioritized and addressed\.
+ Oversee the identification, analysis, and response planning for project risks and opportunities\.


+ Bachelors or Masters in relevant science or engineering discipline plus five or more years of related experience
+ Two or more years of program/project management experience
+ Able to obtain and maintain a DOE Q\-level security clearance


+ Excellent oral and written communication skills and customer service skills\.
+ Excellent interpersonal skills\. Ability to interact effectively with all levels of internal and external customers, including the ability to build and manage effective working relationships\.
+ Ability to make decisions requiring scientific or engineering judgment across more than one discipline\.
+ Knowledge of technical program/project management functions, including defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk\.
+ Experience with the Nuclear Weapon product realization process\.
+ High tolerance for ambiguity in requirements, ability to thrive in a multi\-tasking environment, and the skill for creating a positive work environment for all\.
+ Ability to effectively prioritize and execute tasks in a high\-pressure work environment\.
+ Experience with application of an Earned Value Management System\.
+ Experience with Primavera6 or other scheduling software\.
+ Active DOE Q clearance\.

Department Description:

The Sandia External Production Program has mission responsibility to manage the manufacturing of technically complex, high reliability products in support of the nation's nuclear deterrence strategy\. Manufacturing strategy includes leveraging capabilities from internal and external production entities to support the integrated needs of various weapon systems\. Success of the program is dependent upon establishing and disseminating best practices to include requirements management, planning, scheduling and cost estimating, earned value management, change control, risk and opportunity management, and supplier quality management\. The deployment of these processes and procedures are an integral part of product realization and ensure the product meets cost, schedule, performance, and quality requirements\.

Security Clearance:

Position requires a Department of Energy \(DOE\) granted Q\-level security clearance\.
