Job Specification

Support audits and conduct surveys to verify the identity and quantities of explosives and the requirements and suitability of explosives storage facilities and compliance with the corporate explosive safety requirements\. Provide guidance on the acquisition, transportation, handling and disposal of explosives material\.

Job Summary

Reviews systems, associated support equipment, facilities, functional specifications, and operations to ensure hazards are mitigated and in compliance with safety and health regulations\. Independently analyzes and recommends safety criteria in system design, equipment, and procedures to control or eliminate hazards\. Develops safety documents, as required, to support line customer and test and operational requirements\. Performs audits of operational areas and reports effectiveness of safety programs including general industry Occupational Safety and Health Administration \(OSHA\) and specific areas including electrical, firearms, pressure, explosives, construction, and motor vehicle as required by 10 CFR 851\. Develops and assists the line implementation of behavioral based safety and aviation safety\. Participates in accident investigations involving injuries and damage to products or related facilities and assists in identification of causes and corrective actions\. Evaluates the interrelationship of safety requirements and other aspects of concept design and development requirements to ensure the most cost effective safety approach\. Completes required federal, state, and local government reports relating to safety\. Develops and conducts training in the safety program areas\.

Primary Job Duties

Implements, administers, and advises others on hazard control techniques, processes, and programs and evaluates their effectiveness preventing or mitigating hazardous environments\. Investigates and evaluates requirements for developing procedures, as necessary, to promote the safe conduct of all work practices and the prevention of hazardous exposure to the surrounding community\. Takes steps to ensure that workplace conditions comply with applicable federal, state, or other occupational safety and health requirements\. Assists with preparing and maintaining required records\. Investigates, prepares, and submits, as required, reports on injuries and fatalities\. Develops and conducts safe work procedure training\.

Knowledge, Skills, and Abilities

Knowledge of aviation, electrical, pressure, explosives operations, systems, equipment, processes, and regulations\. Knowledge of and experience with relevant health and safety regulations, requirements, and standards, including those under OSHA, National Fire Protection Association, U\.S\. Department of Energy, and applicable Code of Federal Regulations\. Knowledge of and experience with health and safety controls and the surveillance of related safety measures and requirements\. Knowledge of and experience with safety\-related risk assessments and corrective actions\. Knowledge of Sandia National Laboratories and local laws, regulations, policies, and procedures pertaining to safety\. Knowledge of hazard prevention through engineering in design principles and application\. Knowledge of and experience with common and unique work hazards, occupational safety practices, operating configuration, and lockout and tagout policies and procedures\. Ability to acquire professional certification in safety\. Effective listening, interviewing, and investigative techniques\. Strong oral and written communication skills\. Well\-developed teaming skills\.

Required:

Requires a Bachelors degree in relevant discipline plus minimum five years experience applying ES&H standards in a military or research and development environment\.

Prior experience and strong working knowledge of OSHA Safety requirements\.

Proficient with Microsoft Excel, Outlook and Word\.

Desired:

Advanced knowledge of Occupational Health and Safety \(OSHA\) and Department of Transportation \(DOT\) requirements specific to arms, ammunition and

explosives\. Formal education and or certification in worker safety and health programs \(CSP, CIH\)\. Strong customer focus and ability to work well in a team focused environment\. Demonstrated experience managing complex issues to resolution\. Excellent negotiation, interpersonal and communication skills\.

Department Description:

The Department provides Occupational Health and Safety Engineering support services to the SNL/CA site and personnel\. Support includes: radiation protection, industrial hygiene, chemical management, safety engineering and ergonomics\.

Security Clearance:

Position requires a Department of Energy \(DOE\) granted Q\-level security clearance\.

Sandia is required by DOE directive to conduct a pre\-employment drug testing, and a pre\-employment background review that includes personal reference checks, law enforcement record and credit checks, and employment and education verifications\.
