Group 5830 comprises 6 departments that primarily execute work for the Information Operations/Cyber Intelligence Research (IO/CIR) SIPP program. IO/CIR encompasses multi-disciplinary, high impact cyber programs, which have decades-long FFRDC-like relationships with their respective customer organizations. The vision of the IO/CIR program is to be the trusted institution for developing information tools and technologies that enable the US to dominate cyberspace to achieve national security objectives. The 5830 management team works together to manage these programmatic responsibilities concurrently with line, capability, and operational duties.Group 5830 has an innovative and flexible management strategy that adapts the Groups management roles and responsibilities to balance management workload and leverage individuals strengths while enabling scaling to meet the rapidly growing demand.

We are seeking a talented leader and program manager to join this highly collaborative, team-oriented group and manage the Computer Science Department 1 (5836). The 5836 Manager will be responsible for program, line, capability, and operations in support of the IO/CIR program and Center 5800. The primary program role includes supporting CIR, LDRD, and other foundational research programs that are experiencing additional growth and increased customer interaction. These program manager duties include maintenance and development of relationships, engagement with the LDRD community, management of research and operational deliveries of technology, and strategic application of Sandia capabilities to the customers problem space. Operational duties will include managing a variety of purpose-specific computer systems and networks, including developing security plans for unclassified and classified networks.

Other key responsibilities will be managing the highly matrixed staff assignments and supporting staff career development. The manager will be responsible for establishing and maintaining an exceptional career environment for recruiting and retention. We anticipate the department will hire 6-7 R&D staff over the next 1-2 years (bringing the department to about 15) to support Group 5830s capability needs in cyber research. Exceptional performance of these program, line, and capability duties will necessarily engage people from across Sandia; consequently, this job will require developing and maintaining strong individual and organizational relationships across the laboratory, particularly withNSP, AS&T, ND, and HSD programs.

Required:

+ Advanced degree (Masters or PhD) in computer science, engineering, mathematics, science or closely related field; and four or more years of relevant experience
+ Experience in executing safety and security procedures to ensure safe and secure operations
+ Demonstrated interpersonal skills in developing trusting relationships among peers, staff, management, and customers
+ Demonstrated success leading technical R&D activities meeting customer requirements
+ Demonstrated technical and/or program management skills
+ Demonstrated excellent written and verbal communication skills in the development and delivery of presentations, proposals, reports, and documentation
+ Ability to travel an estimated 2-6 nights/month

+ Demonstrated ability to advance the state-of-the-art in computer, network, or critical systems security technologies or methodologies
+ Experience working with DOD and/or IC customers
+ Familiarity with managing indirect PM/PD budgets
+ Demonstrated commitment to your management career through management and leadership education
+ Active DOE SCI clearance

Security Clearance:

Position requires a Department of Energy (DOE) Q security clearance to start.

Sandia is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications.
