Organization 05419, Kauai TF & Remote Ranges, is actively seeking a motivated R&D Manager to join and lead their mission impactful team!

This position requires broad technical and program management skills including experience with remote test range systems, execution of flight tests, and facility maintenance. In addition, the position requires excellent interpersonal skills to facilitate smooth and functional relationships with the host US Navy and with the sites many users and visitors. The KTF Manager will be required to interface with DoD, NNSA, and various Other Government Agency (OGA) mission customers and work partners. The KTF Manager will also work closely with the Kauai based Site Operations Program Manager (SOPM) and the Operations & Maintenance (O&M) contractor personnel, whose responsibilities includes the continuing facility maintenance program. The successful candidate will be responsible for a staff of R&D employees in a 24/7/365 operations environment. This job requires the ability to travel; periodic extensive travel will be required.

On any given day, you may be called to:

Manage the Execution of Kauai Test Facility Flight Test Missions:

+ Define Operational Requirements (OR); provide technical oversight to meet mission needs of our customers
+ Oversee KTF Test Director (TD) and Sandia Test Officer (STO) with mission planning and execution
+ Manage/Execute complex flight test missions, safely & securely

Manage the Kauai Test Facility Maintenance of Capabilities:

+ Define/Manage/Execute required range infrastructure & technical system refurbs, upgrades & modernization
+ Provide direction to on-site contract workforce to operate and maintain facilities fit for mission use
+ Cost, KTF is within budget constraints; Schedule, work with technical leads on task definition, sequencing, duration, and schedule development; and Performance, required work is identified/managed

Promote the KTF Mission Space / Business Potential:

+ Interface with customers, sponsors, project personnel and partners to ensure that KTF is fully and properly integrated, including definition of project plans, schedules, budgets, and deliverables
+ Interface with PMRF to host VIP site visits, tours, and strategic planning
+ Respond to SNL and external range user requests to define KTF capabilities

Plan for the Future of the Kauai Test Facility:

+ Work the diversification of KTF mission space
+ Extend innovation to our daily activities; embrace new processes to streamline business aspects of our work
+ Internal: work with 5400 strategic planners & multiple SNL divisions; External: work with MDA, PMRF, and a variety of Other Government Agencies (OGA) and commercial entities to bring new programs to KTF
+ Identifying and prioritizing strategic capability needs and staffing needs

+ Bachelors degree in a science or engineering discipline plus 10 years of relevant experience
+ Experience with range systems and field experiments involving explosives operations
+ Proven ability to initiate and lead complex project commitments, both technically and programmatically
+ Proven ability to interface and collaborate with multiple organizations, e.g., private sector, academia, government agencies, other national labs
+ Significant experience managing environmental, health and safety (ES&H) aspects of work associated with remote facilities, laboratory, construction, activity level work, along with a demonstrated commitment to ES&H
+ Ability to aquire and maintain a DOE Q-level security clearance


+ Minimum of two years of demonstrated leadership experience
+ Experience building and leading diverse, effective, multi-organizational, collaborative partnerships and programs
+ Experience with cyber/physical security, COMSEC handling/usage procedures, and information systems
+ Experience interacting with personnel at all levels of Position and/or Rank
+ Excellent verbal and written communication skills
+ Proven ability to thrive in a dynamic and lean environment while dealing creatively with resource constraints and uncertainty
+ Proven ability to ensure a culture that promotes safety and security

Department Description:

The Kauai Test Facility (KTF) is a rocket launch range in Hawaii operated by Sandia National Laboratories for the Department of Energy. The facilities and personnel support a variety of missions including research and development, operational training, and test and evaluation for unclassified and classified missions. The KTF has Integrated launch capabilities for rocket motor and payload processing and checkout; computer-controlled countdown and control; and Ground Station to receive, process, and display real-time trajectory information. The technical mission support staff personnel reside in Albuquerque and travel to the KTF to support missions as required.

The Kauai Test Facility, located on the Navys Pacific Missile Range Facility (PMRF), has been a high-impact asset of the DOE/NNSA for five decades, supporting numerous programs important to our countrys national security. The KTF has supported over 450 launches and has contributed to differentiating Sandia as a unique National Security Laboratory. The programs and work performed at KTF provide Sandia with the opportunity to support the complete technical project lifecycle from design development, system engineering and integration, to the demonstration of advanced technologies and systems. This provides a full spectrum of capability that is unique at the national level among Federally Funded Research and Development Centers (FFRDCs), industry, and other government laboratories.

Security Clearance:
