We are seeking a R&D Manager to work in an innovative multidisciplinary team environment to support Global Chemical & Biological Security (GCBS) (Org 6820). GCBS comprises three departments implementing cooperative threat reduction and engagement programs, and chemical and biological risk management activities around the world. The selected candidate will work with the managers from the other two departments and the senior manager for GCBS to develop the group and meet critical mission needs for GCBS federal partners. Responsibilities will include integrating the department's capabilities into GCBS and with other capabilities and groups in the Laboratories as appropriate. The selected applicant will be responsible for managing specific GCBS customer relationships, as well as leading, advising, and mentoring a diverse technical staff with varying amounts of experience in chemical/biological security.

+ Advanced degree (Masters, PhD, DVM, or MD) in field applicable to the work of this group, preferably in the physical/life sciences and/or engineering (related fields include Chemistry, Biology, Physical or Life Sciences)
+ 8 or more years of related technical experience
+ Can obtain a DOE Q clearance


+ PhD in a field that is applicable to our work
+ Demonstrated managerial skills: development and execution of a strategic vision; mentor and lead an organization/team on goals and objectives; effectively recruit, hire and lead people and guide multidisciplinary teams with diverse education and experience, e.g., engineering, chemistry, microbiology, veterinary medicine, computer science, and political science
+ Experience working with chemical security and safety (threat analysis, risk analysis, incident investigations, security vulnerability assessment, etc.)
+ Knowledge of chemicals o, hazardous chemical operations, laboratory security and safety
+ Knowledge of chemical warfare agents and other chemicals used as weapons, emerging chemical security threats
+ Knowledge and ability to lead a team to assess risks and develop mitigation solutions for research, manufacturing and/or distribution facilities in low resource environments.
+ Proven programmatic skills: successful management and completion of multiple programs and projects; work in team environments; ability to interact effectively with all levels of internal and external partners, including the ability to build and manage effective working relationships
+ Demonstrated history of establishing trusted partnerships
+ Demonstrated ability to handle ambiguity and develop strategic plans
+ Experience working overseas, including in high and/or acute risk countries, and with developed and developing countries
+ Active US security clearance

Department Description:

We are multidisciplinary and focus on advancing international threat reduction goals by promoting safe, secure and responsible use of dangerous chemical and biological materials around the globe. We provide specific technical advice to the US Government on issues related to counter-chem/bio-terrorism, the Chemical Weapons Convention, the Biological Weapons Convention, and have projects in the following areas: security system analysis, design and implementation; agent risk prioritization; outbreak control and management; information control and management; training in the areas of biosafety, chemical safety, security, risk awareness, disease surveillance and diagnostics, and related topics; and global, regional, and country-specific analysis and assessments. Our projects involve both US interests as well as those of various foreign countries and international organizations.

Security Clearance:
