We are seeking a manager to lead our dynamic new team. The purpose of the Cooperative Nuclear Counter-proliferation (CNC) department is to build global capacity to prevent, counter, and reduce nuclear threats to US national security interests. Countering nuclear threats addresses all proliferation phases from motivation and development to achievement and retirement. It is a dynamic, multidimensional challenge that requires flexible and dedicated problem solvers who have the cultural interoperability to effectively work in international, politically sensitive environments. We develop and implement technically and regionally informed strategies to mitigate threats by nation states of concern as well as non-state actors seeking to acquire nuclear material, equipment, and expertise for weapons and delivery systems through cooperative international partnerships. Currently, the primary focus areas are: threat and gap analysis; curriculum development, education and capacity building; and operational improvements in sanctions implementation in selected countries. We also assist international partners with emerging civilian nuclear power programs establish insider threat mitigation programs through evaluation and development of risk-based trustworthiness programs and by promoting a robust nuclear security culture in foreign nuclear facilities. The vision is to grow this effort into an expanding network that will thwart rogue nations and non-state actors in their pursuit of destabilizing capabilities.

On any given day, your work will include:

+ Guides the work of the department
+ Creates and sustains an inclusive work environment that supports the hardworking MOWs in the department
+ Oversees and manages members of the workforce including hiring, assessment and performance management, and professional development consistent with mission objectives of the organization
+ Promotes excellence by managing and coordinating specific work, overall program and project plans, budgets, structures, schedules, and staffing requirements
+ Maintains effective customer relationships with sponsors
+ Ensures a sustainable funding profile as well as identifying new opportunities that demonstrate the departments capabilities consistent with the vision of the Group and Center
+ Works effectively across the management team using capabilities and opportunities to best address the dynamic risk space in which we operate
+ Engages in strategic plan development with management team to guide decision-making, and to position the department for long term success
+ Counsels and assists employees and management on government legislation, U.S. Department of Energy contract compliance, and Sandia National Laboratories' policies or procedures to ensure compliance


+ You have an advanced degree in science, engineering, or social sciences; equivalent experience and education will be considered (BS + 4 years; AS + 8 years; no degree + 12 years)
+ You possess 8 years relevant experience, in addition to the education requirement above
+ Your background includes demonstrated knowledge of international nuclear nonproliferation issues, including treaties and agreements, international organizations, enforcement mechanisms, and sanctions regimes
+ You are able to travel both domestically and internationally
+ You have a current DOD or DOE clearance with ability obtain a Q clearance


Ideally, your background will include several of the following:

+ Demonstrated experience with SPP funding processes and management
+ Experience working with a broad set of sponsors including the DOE/NNSA, DOS, and the IAEA
+ Demonstrated experience mentoring and educating others
+ Experience with international travel policies and implementing international projects
+ Ability to effectively manage people and lead high performing, multidisciplinary teams
+ Experience with employee hiring, training, professional development, and retention
+ Ability to expand existing work portfolio into new and relevant areas
+ Demonstrated ability to successfully manage and complete multiple programs and projects and deliver results
+ Ability to interact effectively with all levels of internal and external customers, including the ability to build and manage effective working relationships
+ Experience summarizing and presenting work in publications and presentations
+ Excellent oral and written communication skills and customer service skills

Department Description:

The Global Nuclear Security and Nonproliferation Group (6830) supports NA21, NA24, Department of State, and DTRA in developing and deploying technical options in support of national nonproliferation programs, and systems and technologies for treaty verification and monitoring. The Group engages with a number US programs to create sustainable capacity at partner countries in nuclear physical security and export control of key technologies. In addition, we also partner with international organizations to create national and regional level institutions that enable strong nuclear security culture and local technical solutions.

Security Clearance:

Sandia is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications.
