ServiceSource, Inc. (SSI), the Base Operations & Support (BOS) contractor at the Mark Center in Alexandria, Virginia, is seeking a mechanical or electrical engineer to oversee, support, and help coordinate the efforts of our mechanical, electrical and plumbing (MEP) subcontractor. The position requires considerable experience in, and a solid understanding of building MEP systems and facilities management.

The Mark Center is a $1 Billion Government LEED Gold complex comprised of a 15-story and 17-story office tower with nearly two million square feet of Class A office space; two parking garages; a public transportation center; and other facilities. It also houses food services; a post office, banking; snack shops an office supply store; and a fitness center.

 

Job Purpose:The MEP Engineer Manager has overall responsibility to ensure the mechanical, electrical and plumbing systems are operational over 99.9% of the time in support of tenant activities. This involves the planning, coordinating, and directing of day-to-day operations related to the MEP building systems. It also includes similar efforts to ensure the building automation system (BAS) is functioning and managed correctly. This position reports directly to the Deputy Program Manager for Operations.

Primary Duties:

  • Directly supervise the MEP Scheduler. Collaborate with direct report(s) to set goals that support the SSI strategic plan. In addition, it is a contract requirement for all preventive maintenance (PM) tickets to be completed on time whether they are on a daily, weekly, monthly, quarterly, semi-annual, annual, or tri-annual frequency. PMs cannot be missed or late. Therefore, duties and responsibilities include review of the PM schedules. Also ensure everything is ready to support the timely completion of all PMs and track progress.
  • Establish and maintain a positive and effective working relationship with the MEP staff. This includes the Chief Engineer, Assistant Chief Engineer, and the Building Operations Center (BOC) Manager who are all employees of the MEP subcontractor. These are critical positions on the contract that drive much of the overall success of the 24/7/365 MEP maintenance, repair, and operations program.
  • Provide MEP technical advice and recommendations for operational improvements to provide efficiencies and implement best industry practices. Coordinate with the government client, BOS senior leadership and other BOS supervisors and managers to proactively improve building operations and maintenance practices, and resolve facility MEP issues.
  • Support the SSI quality staff in overseeing the MEP quality program. Drive a quality culture that encourages innovation and continual improvement. Responsible to ensure MEP personnel comply with all safety, environmental, and security requirements. Responsible to ensure MEP contract requirements are met. This includes compliance with applicable corporate/ownership standards, local, state, and national codes and regulations to protect the assets, customer, and employees, and to ensure optimum operations.

 

  • Establish and maintain positive and productive relationships with customers to identify and proactively resolve problems and/or conflicts. Maintain open communications regarding expectations.

 

  • Oversee the BOC Manager’s operation of the Building Operations Center (BOC) and the BAS. The BAS monitors and controls mission essential facility assets and systems, Life Safety, emergency power, vertical transportation systems, and more. Review any facility critical incident reports (and other similar reports) for accuracy and completeness, and the daily BOS situational awareness report.

 

  • Review and update MEP standard operating procedures (SOPs), preventive maintenance job plans, plus other operation and maintenance guidelines/manuals to meet contract requirements. This includes periodic inspection, testing, and maintenance (ITM) requirements as specified in the contract and referenced codes and regulations.
 

Additional Duties and Responsibilities:

  • Track, analyze and trend MEP performance metrics, costs, customer satisfaction levels, and progress.
  • Continually review BOS contract performance and current technology to interject management and technical performance innovations as they relate to MEP.
  • Oversee the coordination of work priorities; monitor methods, procedures, and programs to include the BOS IDIQ program (Indefinite Delivery / Indefinite Quantity). Any MEP repair project over a given dollar threshold is completed via the IDIQ program. This position must therefore be actively involved in these projects from identification through completion.
  • Improve cost-effectiveness and efficiency.
  • Other duties as assigned.

Requirements

Education, Experience, Certifications and Licensures:

  • Must have a Bachelor's Degree from an accredited university in mechanical engineering or electrical engineering.
  • Master’s Degree in Engineering preferred.
  • Professional Engineer (PE) license preferred.
  • Certified Facility Manager (CFM) qualification preferred
  • Position requires ability to obtain a Top Secret/SCI clearance. An active TS/SCI clearance STRONGLY preferred.
  • Must have a minimum of 5 years of experience (within the last 8 years) in Operations & Maintenance (O&M) management at facilities with mission critical systems and equipment. Experience to include positions of responsibility and complexity for structures like the Mark Center. Corporate and commercial maintenance management acceptable if similarly sized and equipped with data center/emergency backup systems with at least four 9’s ofreliability.
  • Must have a strong technical knowledge of MEP maintenance and operations, life safety systems, and building automation systems.
  • Knowledge of preventive and corrective maintenance programs as related to MEP.
  • Familiarity with the operations, maintenance and management BAS/EMCS/DDC systems.
  • Must be able to pass criminal and drug screening processes to meet current Company and/or government legibility requirements that apply to or become applicable to this position.
  • Per the contract (Performance Work Statement) this position is a designated alternate for the BOS Program Manager. The following National Incident Management System courses must be successfully completed within 60 days of employment: 1) FEMA IS-700: NIMS, An Introduction; 2) ICS-100: Introduction to ICS; and 3) ICS-200: Basic ICS.
  • Per the contract (Performance Work Statement) this position must provide a certificate of successful completion for the Delta Controls BAS training within 90 days after commencement of employment under this contract.

  • Thorough working knowledge of all international codes, Unified Facilities Criteria, and other applicable facility engineering codes andregulations.
  • Excellent interpersonal skills
  • Outstanding computer literacy including a working knowledge of MS Project and the MS Office Suite, Computerized Maintenance Management Systems (CMMS), and building automation system (BAS).
  • Demonstrated ability to identify, analyze, and resolve complex problems associated with the maintenance and repair of complexfacilities
  • Ability to coordinate and direct personnel, lead teams, and work independently with minimal guidance or supervision.
  • Excellent verbal, written, multi-tasking and presentation skills. Ability to create momentum and foster organizationalchange.
  • Ability to define problems, collect data, establish facts, and draw validconclusions.

 

Work Environment:Most of work is performed in an office setting with frequent exposure to mechanical spaces, and occasionally to outdoor settings.
