Discover Financial Services (DFS), a bank holding company, operates through two principal business segments - Direct Banking and Payment Services. The Direct Banking segment provides a broad range of financial products and services that extends beyond credit cards to include online checking, savings, certificate of deposits, and money market accounts, as well as private student loans, personal loans and home equity loans. The Payment Services segment consists of the Discover Network, PULSE ATM/Debit Network and Diners Club International, a global payment network.

The DFS Corporate Compliance department seeks a Lead Compliance Specialist for its Compliance Testing team to execute upon the Compliance Testing Program to assess adherence with federal and state regulatory requirements, identify weaknesses and concerns resulting in heightened business risk, and work with key stakeholders to verify and communicate results. The area of primary focus will be BSA/AML, Sanctions and Anti-bribery compliance.

Responsible for assessing first-line business processes and controls used to monitor and test for adherence with federal and state regulatory requirements. The role collaborates with management to identify compliance issues and corrective action plans, and communicates the scope and severity of concerns identified to the applicable level of management.

  • Manages activities of the Compliance Testing staff (direct/indirect) and is responsible for the overall integrity and quality of the work product.
  • Creates and maintains testing work papers and supporting documentation. Writes reports regarding compliance testing results.
  • Collaborates with various levels of management within the areas of responsibilities, including the risk functions within the First Line of Defense. Evaluates and tests the adequacy of business processes and practices with respect to risks, controls, and regulatory requirement identifying gaps and issues.
  • Monitors and validates the status of corrective actions taken by business partners to remediate concerns. Creates and maintains testing work papers and supporting documentation. Writes reports regarding compliance testing results.
  • Maintains a high level of awareness and knowledge of regulatory compliance requirements. Supports Compliance Management in developing, implementing, and maintaining an enterprise-wide Compliance Program and a culture of compliance.
  • Lead compliance testing reviews and manage activities of Compliance staff (direct/indirect) with responsibility of the overall integrity and quality of the work product.
  • Support Compliance Management in developing, implementing, and maintaining an enterprise-wide Compliance Program.
  • Promote compliance awareness within the business and support a culture of compliance.
  • Execute upon the Compliance testing program to assess compliance with federal and state requirements.
  • Create and maintain testing workpapers and supporting documentation.
  • Assist in evaluating the adequacy of business policies, procedures, training and reference materials, system and manual processes with respect to regulatory requirements.
  • Analyze testing results to identify trends/anomalies, provide feedback, and suggestions on potential process enhancements to improve business unit compliance.
  • Ensure that compliance issues are brought to the attention of Compliance Management.
  • Monitor business action plans to remediate compliance deficiencies.
  • Communicate and collaborate with business partners (1st Line of Defense).
  • Maintain a high level of awareness and knowledge of regulatory compliance requirements and assist in identifying significant compliance risks.

Minimum Qualifications

At a minimum, here's what we need from you:

  • Bachelor's Degree in Business, Finance, or Legal
  • 4+ years of experience in Compliance, Financial Services, Risk, and/or BSA/AML
Preferred Qualifications

If we had our say, we'd also look for:

  • 6+ years of experience in Testing, Quality Assurance, and/or Audit
  • Certified Regulatory Compliance Manager
  • Certified Anti-Money Laundering Specialist
  • Certified Internal Auditor
  • Knowledge of consumer regulations
  • Self-motivated and ability to work independently
  • Ability to communicate effectively (both orally and in writing)
  • Excellent analytical skills and the ability to discern the practical application of regulatory and legal requirements
  • Strong attention to detail
  • Solid project management skills
  • Proficiency with MS Word, PowerPoint, Excel, Access, and Outlook (Project and Visio, proficiency a plus)
  • CAMS or similar
  • 4+ years Sanctions and Anti-Bribery regulations experience
