We are seeking a Senior Manager, R&D Science and Engineering, to lead organization 10730, Enterprise Information Management. This group is one of five organizations within the Information Technology Services center that reports to the CIO. The Information Technology Services center provides secure, reliable, and integrated enterprise technology solutions in alignment with Sandias strategic mission needs and regulatory requirements of the Department of Energy.

The Enterprise Information Management group collaborates, develops and delivers solutions to help the Laboratory obtain value from its data assets. Our organization provides data governance, data architecture, data strategy and data management on behalf of the CIO. Products and services include enterprise information integration, business intelligence, information management and architecture, process automation, visualizations and analytics, record and content management, and content delivery.

What your job will be like:

+ You will lead the development and nurturing of customer relationships and funding for the organization, ensuring alignment between the work of the organization and Sandia's strategic plan.
+ Guide managers and staff in connecting their work to customer needs, organizational goals, and Sandia's mission.
+ You will integrate and understand the work of organizations and connects the work and expertise of organizations with potential beneficiaries, collaborators, and customers.
+ Participate as an active leader and spokesperson of enterprise information technology for the laboratories.
+ You will play an active role in the development of the centers enterprise information technology vision and objectives that are consistent with Sandia's strategic plan and customer expectations.
+ You will serve as a role model to members of the organization. For example, challenging the status quo, leading with integrity, building trust-based relationships, effectively communicating, continuously improving.
+ Apply mission knowledge and experience to independently judge work quality, performance, and alignment of results with customer expectations.
+ Lead and develop talent management initiatives. Supports managers with staffing, professional development as well as assessment and performance management for the workforce.
+ Counsel and assists employees and management on government legislation, U.S. Department of Energy contract compliance, and Sandia policies or procedures to ensure compliance.
+ Assist in planning and coordinating a diverse range of activities and processes for new technological initiatives and products within and across the organization.
+ Participate in the development of methods, techniques, and evaluation criteria for projects, programs, and people, and assists in determining how to use research and development organizations to meet work scope, schedules, budgets, and organizational goals.

Required:

+ Bachelors degree in Computer Science, Mathematics, Computer Engineering, or a related field such as Business, plus ten or more years of experience, or equivalent:

- Masters degree in Computer Science, Mathematics, Computer Engineering, or a related field such as Business, plus 6 or more years of experience.
- PhD in Computer Science, Mathematics, Computer Engineering, or a related field such as Business, plus 2 or more years of experience, or equivalent.
- 18 years of directly relevant experience in lieu of degree.
+ Five years of demonstrated leadership and/or managerial experience in diverse organizations.
+ Five years of demonstrated information technology or information management program and project management and execution, systems and software engineering, and delivery of large, complex systems while meeting project cost, schedule, and performance.
+ Ability to obtain and maintain a required DOE Q security clearance.

Desired:

+ Experience with managing large operational and/or program budgets.
+ Knowledge of and/or experience developing and executing data governance, strategy and architecture.
+ Knowledge of and/or experience with application of regulatory requirements.
+ Experience managing information technology and/or information management services utilizing IT quality frameworks (e.g. ITIL Service Management concepts).
+ Experience communicating to and working with executives on corporate initiatives.
+ Experience training and leading a team of professionals in a specific functional area of expertise that impacts division and/or lab-wide activities.
+ Demonstrated experience in developing sustainable change strategies from planning to implementation/execution.
+ Familiarity with software quality and software development methodologies such as Agile.
+ Understanding of the fundamental issues with using data effectively including issues of provenance, privacy, ethics, governance, and security.
+ Knowledge of and/or experience with data analytics (e.g. artificial intelligence and algorithms for machine learning, data mining, classification, clustering, dimensionality reduction, statistical modeling, etc.).
+ Knowledge of and/or experience with web design and digital transformation.
+ Familiarity with records management and library services.

Security Clearance:

Sandia is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications.
