We are seeking an Engineering and Construction Program/Project Lead to be part of our diverse team.

On any given day, the selected applicant may be called on to:

+ Provide construction management services to ensure that physical security projects at customer locations are completed safely, on time, and under budget.
+ Ensure compliance with Sandia Corporation, and environment, safety, and health requirements to safely and effectively develop and deliver completed construction projects.
+ Oversee construction of customer funded and capital investment program projects.
+ Provide proper coordination with the construction management support and inspection service contractors to effectively schedule and manage all construction work.
+ Develop an integrated construction contractor schedule to manage all work as a program aligned to an assigned geographic area or team.

Responsibilities of the selected candidate could include:

+ Receives work from the project manager and executes project development, delivery, and close out tasks.
+ Updates the project manager on scope, cost, schedule, and quality for all assigned projects.
+ Manages multiple projects simultaneously and provides solutions to issues in a timely manner.
+ Follows Sandia Corporation, Facilities Management and Operations Center, and environment, safety, and health requirements.
+ Ensures that customer needs are satisfied through the creation of trust-based relationships.
+ Holds preconstruction conference and construction progress reviews.
+ Understands contract terms and conditions and oversees design and construction performance.
+ Identifies and prepares design and construction changes.
+ Reviews design and construction schedules and invoices and recommends action.
+ Ensures coordination of all project work during electrical and mechanical outages and coordinates work activities to ensure critical customer work continues.
+ Monitors contract warranty requirements and coordinates follow- up.
+ Ensures safety on all projects and responds to safety and code violations.
+ Identifies and resolves construction and safety issues and report concerns to the project manager.
+ Supports any investigations, audits, or occurrences.
+ Coordinates exterior work with the utility and civil infrastructure departments.
+ Aligns with established processes and provides feedback on process inefficiencies, barriers, and improvement opportunities.

Ability to travel, on average, approximately 30% of the year.

Required:

+ Bachelors degree in STEM or Construction Management
+ Five years demonstrated experience as a construction manager or construction project manager
+ Can obtain Q clearance

Desired:

+ Experience leading capital projects
+ Ten years of construction manager experience
+ OSHA 30 training
+ Can obtain a Project Management Professional (PMP) credential via the Project Management Institute, a Certified Construction Manager (CCM) credential through the Construction Management Association of America, or an equivalent certification

Department Description:

The NWS DoD Program Design and Implementation Department conducts vulnerability & design analysis and executes the security design, engineering, and implementation functions of complex physical security systems (PSS) within DoD and other government agencies. Specific tasks include planning and executing SEAs and other limited scope engineering assessments, development of conceptual and detailed PSS designs, participation in procurement activities, planning/executing pre- and post-installation testing, overseeing sub-contactors supporting installations, and developing post-installation logistics plans. The department provides project management and domain specialists in the area of analysis, response force planning and employment, detection, assessment, communications, entry control and AC&D. The department has one technical team assigned, The Physical Security Analysis & Response Department. This department is currently working with the US Navy, US Air Force, US Army, and Missile Defense Agency to enhance the effectiveness of critical asset protection at CONUS/OCONUS installations through many multi-million dollar initiatives. Many new projects are expanding beyond the traditional DOE complex or DoD Weapon Storage Area (WSA); these new protected assets include ultra-high security facilities and high demand/low density assets, DoD Force Protection/Anti-Terrorism, and intermediate level (PL2 - PL3) asset protection.

Security Clearance:
