Responsibilities

 

The Materials and Fuels Complex (MFC) at the Idaho National Laboratory (INL) is seeking applicants for an Engineer who will specialize in Casks, Drums and Containers used for shipping and storage of various nuclear materials in support of research and development activities. The position will be organized within the Facility and Systems Engineering Department within the Engineering Division.

 

INL is recognized as the lead national laboratory for DOE-NE, providing much of the nuclear research, development, and demonstration capability needed to move nuclear innovation forward to deployment. MFC hosts a unique combination of personnel, facilities and infrastructure and offers the ability to perform research and development of nuclear fuels from fuel design, development and fabrication through post irradiation analysis.   

 

The successful candidate will be the assigned Cognizant System Engineer for Casks, Drums and Containers at MFC. In this role the engineer will apply engineering knowledge, practice and techniques in support of assigned systems and components and be responsible to ensure continued operational readiness of assigned system and components in support of ongoing research.  Technical understanding of the design requirements, system performance criteria, physical configuration, operation, testing, and maintenance of assigned systems and components is key.  Functions, qualifications, required and preferred skills of the position are:

  • Perform Cognizant Engineer responsibilities for safety-related casks/drums/containers including; input and review of transport plans, Safety Analysis Reports for Packaging (SARP), and facility Safety Analysis Reports (SAR)
  • Additional cognizant engineer duties includes; commercial grade dedications, interface with design engineering and operations, review/check engineering documents, oversee associated manufacturing activities, and assure assigned systems are configuration managed per INL standards
  • Shipping configuration types include contact handled and remote handled Casks/Drums/Containers
  • Provide engineering support in the development of handling techniques and supporting equipment for unique shipping container configurations (both contact handled and remote handled package configurations) 
  • Maintain and standardize current MFC container inventories, includes verification and testing of legacy containers to establish technical baselines
  • Lead, perform and assist with new shipping and storage casks/drums/containers design, development, fabrication, testing, and implementation activities
  • Responsible for engineering support of nuclear material shipments originating from MFC (on and off-site shipments), and shipments originating outside of MFC but received at MFC
  • Ensure reliability of cask/drum/container systems by defining maintenance condition monitoring needs, developing Preventive Maintenance Justifications (PMJ’s) and Corrective Maintenance actions as needed 
  • Coordinate design and maintenance of ancillary shipping equipment including transportation trailers, specialized lifting fixtures, rigging tackle, etc.
  • Work with Packaging and Transportation (P&T) organizations to determine appropriate shipping cask/drum/containers for various nuclear material payloads both on and off-site  
  • Interface with receiving entities/facilities (both on and off-site) to ensure compatibly of shipment with receiving facility requirements, including engineering design and documentation for verification of shipment compatibility (geometry, weight, thermal and radiological loading, etc...)         
  • Interface with nuclear safety on cask/drum/container requirements; Technical Safety Requirements (TSR’s), safety significance determinations, defining approved container lists at MFC, and assigning damage ratios for material at risk  
  • Work with organizations such as safeguards and security or radiological protection to verify requirements are implemented; Tamper Indicating Device (TID) applications, shielding, confinement, etc...  
  • Support operational procedure development, physical operations, and development of lift plans related to nuclear material handling, packaging and shipment activities
  • Support INL Operations and Training departments in the development of cask/drum/container handling practices

Qualifications

  • Must be a US Citizen and be able to obtain and maintain a Department of Energy (DOE) "L" Security Clearance
  • Bachelor's Degree in Engineering and 5 years of relevant experience or Master's Degree and 3 years. Mechanical Engineering Degree is preferred 

Required Skills 

  • Ability to design and evaluate mechanical systems
  • Ability to communicate with Operations, Engineering, Nuclear Safety, Maintenance, and programmatic personnel both verbally and through written products
  • Ability to identify and execute engineering work tasks such as design efforts, maintenance activities, and operating written instructions
  • Ability to plan, organize, and manage engineering work 

Preferred Qualifications 

  • Experience performing functions on casks, containers, and/or packaging for nuclear application
  • Experience performing engineering functions with Hoisting and Rigging equipment

Professional license in Mechanical Engineering
