Are you passionate about science and technology, and integrating together separate disciplines to push the frontiers of science? Do you want to lead a dynamic research team that helps tackle some of the most challenging issues in pulsed power research at Sandia National Laboratories?

The Advanced Science & Technology Portfolio Management Office (AST PMO, 1100) is seeking a Senior Manager to lead the Assured Survivability and Agility (ASAP) Laboratory Directed Research and Development (LDRD) Mission Campaign (MC). The ASAP LDRD MC was selected by Sandias Chief Research Officer (CRO) for execution over the period FY21-FY27 to amplify Sandias intellectual leadership in hostile survivability, broader national security missions, and nuclear weapon science. The goals of this MC, to be managed as an LDRD investment area, are to solicit and develop leading edge, innovative, and unexpected discovery science in support of the following goals: (1) building a unified pulsed power science and technology community of practice across all of the mission areas, organizations, and disciplines at the laboratory, (2) maturing fundamental S&T needed and filling critical gaps in understanding for next-generation pulsed power capabilities for existing and new national security missions, (3) establishing the science basis for understanding combined hostile effects and responses in these environments, and (4) enabling high fidelity experimental capabilities over multiple levels of assembly for future qualification assessments in hostile environments.

Centers expected to participate in the MC span the Advanced Science and Technology, Nuclear Deterrence, and National Security Programs at Sandia as well as divisions 1000, 2000, 5000, 8000, and a handful of others. This 1100 Senior Manager will work across these divisions and lead a Mission Campaign Investment Area Team (IAT) to coordinate LDRD investment calls, drive collaborations across S&T disciplines to meet the MC objectives, manage the portfolio within the rules and expectations of LDRD investments, routinely communicate progress on investments both internal and external to the laboratory, manage internal and external project and portfolio reviews, including an external advisory board, solicit proposals and teams to engage in this campaign on critical and relevant initiatives, and engage external university partners in the research. This Mission Campaign is expected to develop successful interactions across Sandia and with up to 10 or more universities, with broad participation by students and post-doctoral candidates across the MC.

A key responsibility of this manager will be to work with programs of interest to adopt the developed science and technology into ongoing programs (e.g. life after LDRD), and to develop new customers and sources of funding for initiatives. The campaign Senior Manager will look for synergies (cost sharing) with other LDRD investment areas and opportunities to request additional funding from the LDRD office for particularly impactful projects as needed. Filling critical gaps via LDRD will require that the manager become deeply familiar with the scientific challenges of the relevant programs. The ideal candidate would spur innovation, invention, and discovery through the portfolio to meet these challenges. The Senior Manager will have the assistance of a L1 manager in the Pulsed Power Sciences Center (1600) for up to 30% of their time, as well as a business development analyst, and the support of a financial analyst.

This 1100 Senior Manager role will require close partnership and collaboration with Sandias Pulsed Power Sciences Center (1600) and Radiation & Electrical Science Center (1300) as well as the Radiation Effects and High Energy Density Science (REHEDS) Research Foundation. As the MC LDRD role evolves, the responsibilities of this Senior Manager may expand to include additional program responsibilities within the AST PMO (for example, program leadership roles for Sandias Inertial Confinement Fusion and Science programs, particularly with respect to engaging across the laboratory).

Job Specifications/Primary Duties

+ Maintain, evolve, and execute a strategic plan for the Mission Campaign, consistent with its proposed intent and goals with continuing collaborations with stakeholders across the laboratory and informed by an annual external review board.
+ Manage a team consisting of L1 manager, business development analyst, and financial analyst who may be matrixed or organizationally co-located or both.
+ Interface with LDRD office, ND program, ALDs and CRO, and laboratory directors to ensure wide engagement with this campaign.
+ Ensure that the campaign takes advantage of the pulsed power expertise in 01600, while driving broader laboratory engagement to support the objectives of the MC
+ Cultivate critical and enduring relationships with industry, government, and university collaborators
+ Defend the renewal of the MC funding each year with a refreshed strategic vision and impactful results supported by a metrics-based measurement approach.
+ Communicate the impact of these investments internally and externally
+ Ensure programmatic adoption and impact of the most important results.

Required:

+ You will have a Bachelors or Masters or PhD in Physics, Engineering or closely associated technical field.
+ You will have eight years of relevant experience.
+ Ability to obtain and maintain a DOE Q-level security clearance
+ Experience with inter- and intra-laboratory program planning or project execution
+ Experience evaluating proposals, managing research and development, and building teams
+ Strong verbal and written communication skills and strong presentation skills

Desired:

+ Experience with the Laboratory Directed Research and Development program
+ Broad knowledge of the laboratories mission areas, technical expertise, and research communities, in particular the nuclear weapons program
+ Ability to manage complex organizational interfaces and requirements, both internally and externally to the laboratory.
+ Experience in the development and execution of a research portfolio
+ Ability to develop trusted partnerships with external government sponsors, university and industry collaborators.
+ Experience working in a technical area of relevance to the Mission Campaign (e.g. pulsed power, high energy density science, radiation effects science, computational physics/engineering, plasma science, etc.)
