We are seeking a Science and Engineering (S&E) Project Manager to oversee and lead the execution of multiple high-priority studies and analytic efforts for the Missile Defense Agency (MDA) totaling $6M per year. Work is conducted up to TS/SCI level. The Science & Engineering (S&E) Project Manager plans and executes complex science and/or engineering projects that require high-rigor management. The S&E Project Manager exercises overall authority and accountability for the full range of project management responsibilities; leads cross functional teams of scientists and engineers, project management professionals, and business staff in a matrix-type organization; makes technical and programmatic decisions regarding the direction of a project and is held accountable for the results of those decisions.

The S&E Project Manager often serves as a primary interface to customers and sponsors and is the programmatic voice, especially for project status reporting purposes; accurately communicate the product?s functional and physical architecture, functional and physical interfaces, and its performance and qualification results; works with project personnel and partners with the extended project team, including customers, sponsors, and suppliers, to ensure that the project is fully and properly integrated, planned, and executed; develops, defines, and executes project plans, schedules, budgets, and deliverables; produces project cost estimates and identifies other project resource needs; identifies and addresses both technical and non-technical risks, opportunities, and other issues that impact the project; and recommends changes to improve engineering and project management processes.

On any given day, you may be called on to:

+ Support the Targets and Countermeasures program and studies that will be led include threat assessment, target concept development, capability assessment, design improvements, etc.
+ Build and lead technical teams, track and report status and track progress towards meeting customer defined goals and derivative objectives.
+ Lead engineering and scientific technical teams to define technical requirements, define required analytic scope, methods and processes, and execute analytic scope.
+ Review and edit technical content prior to delivery to MDA.
+ Provide quick-turn assessment of cost, schedule and technical risk impacts and defining those impacts for customer requested changes in technical scope, increases or decreases.
+ Utilize the scientific method to define a plan which answers MDA?s critical technical questions.
+ Interact directly with customer and must have excellent communication skills.


+ Bachelor and Master degree in Science or Engineering.
+ Two or more years of science & engineering Project Management experience; and five years of experience building and leading technical teams.
+ Experience running technical projects including building cost estimates.
+ Experience with resource loaded schedules, and tracking and communicating program status.
+ Active and ability to maintain a required US DOE Q security clearance.
+ Ability to obtain and maintain a TS/SCI clearance, which may require a polygraph test.


+ Active TS/SCI clearance.
+ Experienced working missile defense agency programs.
+ Experience leading technical teams in complex, quickly varying, landscape where technical requirements are not fully defined and analytic deliveries are required with short deadlines

Position requires an active Department of Energy (DOE) granted Q-level security clearance or active clearance with another US government agency, e.g., DOD, to be considered for this position.
