Develops and administers staffing, employment and recruiting programs\. Coordinates and manages the Student Intern Program for Division 8000 California site\. Creates and drives strategies to meet the workforce plan objectives\. Supports talent pipeline programs and sources candidates\. Evaluates candidates and refers employee of choice candidates to hiring manager\. Executes Sandia National Laboratories hiring process according to policy and process\.


+ Manages the Student Intern Program for Division 8000 California site\.

+ Creates, plans and executes Student Intern Program events and symposium\.

+ Partners with the Division 8000 staffing partners and recruiters create and drive a strategy to meet the workforce plan objectives\. Creates, manages and drives a pipeline strategy to increase the number of conversions\.

+ Partners closely to lead student intern team members in day to day work

+ Works with hiring manager to document requirements of job openings and requisitions\. Manages the posting process and all transactions for students\.

+ Pre\-screens resumes and documents candidate evaluation and interview process\. Ensures that hiring policies, processes, and practices are in compliance with applicable affirmative action and equal opportunity laws, guidelines, and policies\.

+ Evaluates factors such as job experience, education, training, skills, knowledge, abilities, physical and personal qualifications, and other data pertinent to classification, selection, and referral\.

+ May administer tests and interpret results, check references, extend formal job offers, and work with outside agencies and vendors\.

+ Determines disposition of all human resources actions, including starting salaries and hiring\.

+ Acts as a front\-line resource to resolve inquiries from managers and students\. Handles complex situations and provides interpretation of policies and guidelines\. Manages employee relations issues\. Provides data/metrics\.

+ Partners with NM Recruiting to collaborate, work on projects/initiatives, etc\.

+ Supports recruiting program as a trained recruiter, and may attend job fairs and other national events\. Determines appropriate recruiting outlets for advertising and posting positions\.

+ Maintains liaison with line organization, universities, and the public sector to maintain sources of applicants\.

**Knowledge, Skills, and Abilities:**

+ Knowledge of human resources theories, principles, and practices and understanding of staffing and recruiting\.

+ Knowledge of human resources processes, systems and procedures\.

+ Maintains knowledge of current industry best practices for recruiting and sourcing a diverse workforce\.

+ Ability to develop and lead teams and successfully execute assigned projects within scheduled scope and costs\.

+ Adept in partnering with customers to evaluate the organizations needs and execute talent acquisition strategies through customer service and communication\.

+ Skill in customer service and communication\.

+ Ability to apply specialized knowledge to assignments\.

+ Detailed knowledge of customers organization and business as well as knowledge of organizational structure, mission and goals\.

+ Strong analytical skills and proven competence in resolving staffing issues\.


+ Bachelor's degree plus five or more years of relevant experience; or master's degree in relevant discipline plus two or more years of experience\.

+ Staffing experience \(creating job requisitions, posting jobs, screening resumes, creating offer packages, etc\.\)\.


+ Masters degree in Human Resources or Business\.

+ Professional Human Resources certification\.

+ Student Program experience in an organization with significant employee base of technical or scientific research personnel\.

+ Extensive use of applicant tracking systems and technology for doing database searches, such as PeopleSoft, Taleo, Kenexa or similar systems\.

+ Knowledge of internet sourcing tools and methods, including highly\-developed proficiency with Boolean search techniques, internet mining, technical/discipline\-specific resume databases, and ATS database search techniques\.

+ Experience in the process of staffing foreign national hires\.

Security Clearance:

Position requires a Department of Energy \(DOE\)\-granted L\-level security clearance\.

Sandia is required by DOE directive to conduct a pre\-employment drug testing, and a pre\-employment background review that includes personal reference checks, law enforcement record and credit checks, and employment and education verifications\.
