Responsible for coordination of functions or activities relating to shift operation extending beyond normal day- to-day activities, for Operations Department interface with other internal and external departments, and for monitoring plant performance and initiating changes to improve plant performance.

 

DUTIES AND RESPONSIBILITIES

 

General Statements

  • Be involved in safety audits and actively participate in safety meetings.
  • Ensure proper use of all safeguards, safety devices, personal protective equipment and other appliances provided for safety purposes.
  • Ensure the observance of all procedures, rules and instructions issued to protect your safety and the safety of others.
  • Work safely by not taking risks and report to supervisors hazards which cannot be remedied on your own.

 

Standard Operating Procedures

  • Prepare & maintain Standard Operating Procedures ( SOP ) and Technical Instructions and actively support and participate in the use and continuous improvements of the development of the SOP’s. 

 

Duties

  • Assist with the administration of the operational portions of the Power Supply, Fuel Supply Systems and Miscellaneous Services Agreement.

  • Maintain records of plant operations and changeovers conducted by operations personnel.

  • Coordinate with the Maintenance Department Planner and develop the priority work orders for the plant.

  • Coordinate Operations Department outage planning and activities to ensure outages commence and progress on schedule, that tests and re-commissioning are conducted and completed in an orderly manner and that permit procedures are carried out in an effective and timely manner.

  • Perform audits on random samples of permits to ensure compliance with procedures and instructions.

  • Assist with the development of the Operations Department budget and monitoring of budget expenditure.

  • Coordinate all Operations Department planning activities.

  • Maintain and distribute Plant Description and Plant Operating Manuals as required.

  • Initiate, investigate, monitor, and approve amendments to Plant Description and Plant Operating Manuals.

  • Provide standby support to the Shift Supervisors when they are otherwise unavailable.

  • Investigate and produce reports on plant abnormalities or incidents and make recommendations for design changes to overcome operating difficulties.

  • Conduct training sessions, including combustion controls training, and assessments on all aspects of plant performance and operation.

  • Coordinate and provide continuity for Operations Department shift activities which extend beyond day- to-day type activities.

  • Other duties as assigned by Operations Manager.

     

    SPECIFIC DEPARTMENTAL DUTIES OF THE POWER AND STEAM SUPERVISOR

  • DBA Boiler House
  • EFW Boiler House 
  • Turbine and Auxiliaries Systems 
  • Water Treatment 
  • Cooling Tower 
  • Baghouses 
  • Lime Slaking System and SDA’s 
  • Carbon Injection 
  • Urea Injection
  • Urea, Carbon and Lime Inventory

SPECIFIC DEPARTMENTAL DUTIES OF THE POWER AND STEAM SUPERVISOR (continued)

  • Combustion control lead for training and performance

  • Zone compliance monitoring and reporting

  • Outage planning and execution of Operation Department Objectives

  • Boiler cleaning needs, monitoring, and coordination 

  • Operational upsets, abnormal operation troubleshooting and coordination

  • Industrial services coordination and planning 

  • Stack testing support and coordination

  • Pit management plan design and execution

  • Constellation reports – GADS. EFORD, Various testing – VAR/ DMNC 

  • Environmental incident reports for area of focus and follow-up

  • Operational incident reports in area of focus and follow-up

  • Technician evaluations and follow-up 

  • Night note input for area of focus

  • Operations logs for area of focus 

  • Technician training and development

  • Operations compliance checks 

  • Tech progression system and tracking 

  • Licenses and qualifications 

  • Boiler and turbine availability tracking


KNOWLEDGE, SKILLS AND ABILITIES

 

  • Detailed knowledge of the operation of steam generating Power Stations and Instrument and Control Systems.  Ability to originate, and monitor plant procedures and technical instructions. 

  • Well developed skills in troubleshooting equipment and systems, training operating personnel and interpreting logic diagrams.  A thorough knowledge of the Covanta Permit System and Employee Health and Safety Manual.

  • Must have the ability to communicate orally and in writing and to obtain the cooperation of persons not reporting to this position.

     

CONTACTS AND ENVIRONMENT

 

        Contacts

  • Frequent contact with Plant Engineers, Shift Supervisors, Operator/Technicians, to coordinate maintenance, operating and testing procedures.  Regular contact with other employees of Covanta to exchange information.  Assist the Operations Manager with power operating issues, and other customer contacts for matters relating to Contracts, generation, and overall customer satisfaction. 

     

    Supervision Duties

  • Direct supervision of Shift Supervisors and day shift technicians

     

    Supervision Received

  • Supervised by the Chief Engineer

     

    Environment

  • Up to 50% located in the administration of duties and 50% in the plant. 

     

    Physical Strength Demand

  • Light to moderate

     

EDUCATION AND EXPERIENCE

 

  • Demonstrated relevant experience directly related to power plant operations.
