Job Summary



The Science & Engineering \(S&E\) Project Manager is a project management professional who plans and executes complex science and/or engineering projects that require high\-rigor management\. The S&E Project Manager: Exercises overall authority and accountability for the full range of project management responsibilities; Leads cross functional teams of scientists and engineers, project management professionals, and business staff in a matrix\-type organization; Makes technical and programmatic decisions regarding the direction of a project and is held accountable for the results of those decisions; Often serves as a primary interface to customers and sponsors, especially for project status reporting purposes; Works with project personnel and partners with the extended project team, including customers, sponsors, and suppliers, to ensure that the project is fully and properly integrated; Develops, defines, and executes project plans, schedules, budgets, and deliverables\. Produces project cost estimates and identifies other project resource needs; Identifies and addresses both technical and non\-technical risks, opportunities, and other issues that impact the project; Recommends changes to improve engineering and project management processes\.



Primary Job Duties



Integration Management: \- Serves as a principal project interface with internal Sandia organizations, as well as external customers and suppliers\. \- Depending upon size and complexity of project\(s\), may oversee work of technical and other project management staff, including project managers and/or project controllers\. \- Works in a peer\-level relationship with the project technical leads to oversee project management activities including project plan development and execution, project monitoring and control, and integrated change control for large, complex, and high\-rigor projects\. \- Accept variance reporting and make decisions to take corrective actions\. Requirements and Scope Management: \- Understands what environmental, physical or functional performance requirements drive risk and can affect cost or schedule \- Can accurately communicate the product's functional and physical architecture, functional and physical interfaces, and its performance and qualification results \- Knows the technology drivers and the plan to mature their Technology Readiness Level \(TRL\) \- Uses product domain expertise \(understanding of key technologies and systems\) to ensure that all system requirements are identified, negotiated, and verified with the customer while technically contributing to the requirements analysis\. \- Contributes to the requirements analysis by ensuring that all required work is identified and by recognizing and eliminating work that is not required to meet project goals\. \- Develops project plans, work breakdown structures, schedules, and milestones appropriate to the scale of the project\. Schedule Management: \- Oversees task definition and sequencing, duration estimation, and schedule development and control to ensure that the project is completed on schedule\. \- Understands the technical tasks sufficiently to identify time requirements and task dependencies\. Cost Management: \- Manages technical resources within budget and project schedule\. \- Manages the project to ensure that it is completed within budget constraints using cost estimation, budget determination, and cost control\. Effectively addresses budget concerns with the appropriate program offices\. Quality Management: \- Oversees quality planning, assurance, and control to ensure that quality requirements are met\. \- Works with Sandia quality control organizations to ensure quality tasks are properly planned and executed\. Human Resource Management: \- Works with Sandia management and customers to develop and execute the project's human resource plan including organizational planning, staff acquisition, and team development to ensure the best use of people involved in the project\. Communication Management: \- Provides the programmatic voice for the project when delivering information and making presentations\. \- Prepares timely and accurate reports which highlight key technical and programmatic issues and summarize information at a manageable level\. Risk and Opportunity Management: \- Uses a strong technical understanding of the risks and opportunities to ensure that all are properly prioritized and addressed\. \- Oversees the identification, analysis, and response planning for project risks and opportunities\. Procurement Management: \- Provides requirements to ensure successful completion of large project procurements\.



Knowledge, Skills, and Abilities



\- Advanced technical degree\. \- Experience in management practices, assurance processes, business operations, fiscal and scheduling systems, and acquisition standards\. \- Expertise in the relevant product domain\(s\) sufficient to guide the project through all phases\. \- Ability to make decisions requiring scientific or engineering judgment across more than one discipline\. \- Ability to achieve PMP or equivalent certification within one year of hire\. \- Demonstrated business acumen\. \- Experience in managing successful technical projects throughout all phases\. \- Demonstrated leadership skills, including the ability to develop and articulate a strategic plan and successfully implement it to deliver desired results\. \- Excellent verbal and written communication and presentation skills\. \- Ability to effectively communicate across project controls and business disciplines \- Ability to effectively communicate across science and engineering disciplines\. \- Ability to interface with management at all levels\. \- Knowledge of and experience with standard project management practices for technical work including project plan development and control, scope management, project scheduling, cost estimation and management, quality assurance, project staffing, communications planning and management, risk and opportunity management, and procurement management\. \- Proficiency in tools and applications commonly employed in project management activities\. \- Demonstrated teaming skills, including the ability to work effectively with other organizations, functions, project sponsors and customers, and suppliers\. \- Demonstrated organizational skills, including the ability to effectively prioritize and execute tasks in a high\-pressure environment\.



Required:



+ Requires a Bachelor's and Masters degree in relevant STEM discipline plus two or more years of technical Project Management experience; or a Bachelors and PhD in relevant STEM discipline\.

+ Knowledge of and experience with standard project management practices for technical work including project plan development and control, scope management, project scheduling, cost estimation and management, quality assurance, project staffing, communications planning and management, risk and opportunity management, and procurement management\.

+ Proficiency in tools and applications commonly employed in project management activities\.



Desired:



+ Ability to make decisions requiring scientific or engineering judgment across more than one discipline\.

+ Excellent verbal and written communication and presentation skills\.

+ Ability to effectively communicate across project controls and business disciplines

+ Active Q or Top Secret clearance\.

+ Experience with Earned Value Management \(EVM\)\.

+ Experience with EV tools, such as Cobra, Acumen, Primavera, and wInsight

+ Experience working nuclear weapon programs/projects at the system and component levels\.

+ Experience working with the Department of Energy, the National Nuclear Security Administration, or the Department of Defense\.

+ Demonstrated ability to manage projects involving substantial resources \($1M/year or greater\)\.

+ Project management education and certification\(s\)\.

+ Knowledge of and experience with standard project management practices including project plan development and control, scope management, project scheduling, cost estimation and management, quality assurance, project staffing, communications planning and management, risk and opportunity management, and procurement management\.

+ Demonstrated ability to effectively communicate and interface with science and engineering technical management and staff\.

Department Description:



The W80\-4 Project Management department is responsible for providing Science & Engineering \(S&E\) Project Management support to the W80\-4 Life Extension Program \(LEP\) system team at the Sandia National Laboratories\. The department is also an integral part of the Division 8000 Nuclear Weapons \(NW\) Project Management Office \(PMO\)\. The NW Programs are responsible for assuring the safety, reliability and security of U\.S\. nuclear weapons, enabling the defense of our nation through our nuclear strategic deterrent\. The Nuclear Weapons Programs three principal thrusts are: \(1\) overseeing the enduring nuclear weapons stockpile; \(2\) innovative analyses and evolution of warhead systems, subsystems, and components; their production and deployment; along with the development of supporting technologies; \(3\) and the safe, effective, and environmentally responsible dismantlement and disposal of weapons retired from the stockpile\. Informed with technical expertise in engineering disciplines, the department provides and employs program/project management \(PM\) resources to plan, execute, manage, and report scope, cost, schedule, performance, requirements, risk and opportunities management, aspects of quality assurance, and information management functions associated with W80\-4 LEP\. It provides individuals with engineering expertise and knowledge of PM methodologies and tools to partner with technical line organizations to perform, oversee, and lead the PM aspects of endeavors that successfully develop and deliver Science, Technology, & Engineering \(ST&E\) products\.
