We are seeking a R&D Systems Research and Analysis

Perform work within a science, engineering, and policy interdisciplinary environment on projects that involve applying integrated technical/policy judgment, utilizing the scientific method to recognize and formulate problems, to collect data through observation and experimentation, and to formulate and test hypotheses about the uses and deployment of advanced concepts in support of US nonproliferation, arms control, and reducing threats from WMD\.

Perform work within a technical science, engineering, and policy environment working on interdisciplinary projects that involve applying integrated technical/policy judgment which requires using the scientific method to recognize and formulate problems, to collect data through observation and experimentation, and to formulate and test hypotheses about the uses and deployment of advanced concepts in support of US nonproliferation, arms control, and WMD threat reduction goals\. The dynamic nature of the work demands high levels of creativity and innovation to develop new technically and policy informed approaches to challenging national security problems\. These duties will require applying analysis of international affairs, principles of foreign relations, and scientific and engineering principles to develop advanced concepts for nuclear security, international sanctions enforcement, multilateral agreements, and international export controls\.

The required experience for a successful candidate include working knowledge of sanctions enforcement and UN Security Council Resolutions, nuclear and missile nonproliferation and WMD risks internationally, experience with international export control regimes, trade practices, and financial transactions\. Additional required experience includes working with international multilateral organizations including preparing position papers, attending and presenting at international conferences and meetings, developing briefing materials, and briefing high\-level officials\. Candidates must also possess previous leadership experience and teaming skills\.


Advanced degree in science, engineering, law, or social sciences

Strong project management, interpersonal, written, and oral communication skills

Working knowledge of UN Security Council Resolutions and current sanctions enforcement guidelines

Demonstrated experience with sanctions enforcement and international obligations for states possessing WMDs

Demonstrated experience with conducting advanced policy analysis and assessments in support of USG WMD on proliferation goals or related areas


Working knowledge of the US Government interagency coordination process

Experience working with international multilateral organizations \(e\.g\., OPCW, IAEA, UN, etc\.\)

Experience of working with Track 2 engagements, security dialogues, or other international processes that require advocacy for policy positions with nonproliferation impacts

Understanding of transnational shipping processes and procedures, including exploitation points\.

Previous experience working on emerging national security threats

Knowledge of project management and product development

Experience delivering international training and workshops

Experience with technical, legal, and regulatory assessments with international partners

Leadership experience in international affairs and/or security studies, preferably with a specific focus on nonproliferation issues

Demonstrated ability to write successful funding proposals and engage with sponsors on opportunities, analytical needs, and capacity gaps

Ability to travel domestically and internationally in support of programs

Department Description:

The mission of Global Security Research and Analysis department is to develop creative science and technology solutions to address US national security concerns created by international and regional challenges\. The four primary mission areas are: to provide technical analysis support to US government policies and internal nuclear weapons complex programs, conduct risk\-informed analyses of international security issues and emerging, maintain international networks and competency on global issues \(e\.g\., via Track II engagements, collaborative research and international conferences\), and host international visiting scholars with whom we collaboratively explore technical and political issues affecting regional and global security\.

Security Clearance:

Position requires a Department of Energy \(DOE\) granted Q\-level security clearance\.

Sandia is required by DOE directive to conduct a pre\-employment drug testing, and a pre\-employment background review that includes personal reference checks, law enforcement record and credit checks, and employment and education verifications\. Applicants for employment must be able to obtain and maintain a DOE Q\-level security clearance, which requires U\.S\. citizenship\.

This Limited Term Employee \(LTE\) position is a temporary position for one year term, which may be renewed at Sandia's discretion up to a maximum of seven years\.

Individuals in LTE positions may bid on regular Sandia positions as internal candidates, and in some cases may be converted to regular career positions during their term if warranted by ongoing operational needs, continuing availability of funds, and satisfactory job performance\.
