The Risk Management Department of the International Biological and Chemical Threat Reduction Program, (IBCTR), has an exciting opportunity for a computer scientist interested in developing cutting-edge applications as part of our mission to identify and control risks from dangerous biological and chemical agents around the world. The ideal candidate will become part of a multidisciplinary team planning, conceiving, conducting and/or managing research and development to meet the IBCTR initiatives for our customers and sponsors. This includes identifying and pursuing new opportunities for the application of novel technical solutions to advance the department?s mission. This unique opportunity will require an understanding of sponsor and program requirements for remote engagement applications (to include applications related to remote training and eLearning, modeling and simulation of complex systems, and remote mentoring and collaboration), and how they translate to the design of new, cutting-edge software-based applications to support IBCTR?s mission. Other responsibilities will include:

+ Collaboration with project teams and other project stakeholders to set specifications for new applications.
+ Writing high-quality code to program novel remote engagement applications for use by the department and its partners.
+ Designing creative remote engagement prototypes according to specifications.
+ Conducting functional and non-functional testing of remote engagement applications.
+ Performing debugging and troubleshooting of new software-based tools as needed.
+ Developing technical documents, instruction manuals, demonstrations, training materials, etc. to accurately represent application design and utilization.
+ Preparing statements of work, project proposals, concept papers, progress reports, and other project documentation as required.
+ Undertaking development and possible technology transfer of solutions, products, principles or technology.
+ Preparing and delivering publications, presentations, briefings, etc. describing the design and application of remote engagement tools.

Required:



+ An advanced technical degree in computer science or other relevant field; or significant equivalent education and experience.
+ Technical knowledge and competencies with the full life cycle of software development, project cycles and e-learning applications, as appropriate to the position.
+ At least two years experience programming for diverse operating systems and platforms using development tools including expertise and hands on experience with Web Applications and programming languages.
+ Demonstrated creativity and originality in the conceptualization, formulation, design and development of novel applications.
+ Experience that demonstrates the ability to network, communicate effectively and persuasively, and engage positively with project team members and other project stakeholders.

Desired:

+ Demonstrated ability and at least one year of experience in analysis, design, application and development of technology platforms related to remote engagement, including instructional technology platforms and online learning technologies.
+ Experience in coding for functionality of software applications across various computing platforms, operating systems, mobile devices, multi-lingual support, etc.
+ Experience using common database tools (e.g. MS Access, SQL Server)
+ Solid understanding of computer and website security principles.
+ Proven experience in working with graphic design and multimedia software.
+ Experience in process mapping and visualization.
+ Experience in modeling and simulation of complex systems.
+ Knowledge in Biosafety and Biosecurity or Chemical safety and security, and applying this information to improve the risk management field.
+ Knowledge in international security issues.
+ Knowledge of biological or chemical science and/or engineering-related fields.
+ Experience and desire to affect global security issues from a technical perspective.
+ Ability to travel both domestically and internationally.
+ Foreign language skills are a plus.
+ Broad awareness of Sandia National Labs nonproliferation capabilities and goals.
+ Experience and knowledge to support or complete projects in an international setting.
+ Demonstrated experience preparing and delivering proposals and presentations to diverse audiences.
+ Demonstrated experience working productively and proactively, both independently and as part of various multi-disciplinary project teams, in a diverse and multidisciplinary team environment.



The 6824 Department is multidisciplinary and focuses on advancing international threat reduction goals by promoting safe, secure and responsible use of dangerous biological and chemical agents around the globe. The IBCTR program provides specific technical advice to the US Government on issues related to counter-chembioterrorism, the Biological Weapons Convention, the Chemical Weapons Convention, and has projects in the following areas: security system analysis, design and implementation; agent risk prioritization; outbreak control and management; information control and management; training in the areas of biosafety, chemical safety, security, risk awareness, disease surveillance and diagnostics, and related topics; and global, regional, and country-specific analysis and assessments. These projects involve both US interests as well as those of various foreign countries and international organizations.

Security Clearance:


Position requires a Department of Energy (DOE)-granted L-level security clearance.

Sandia is required by DOE directive to conduct a pre-employment drug testing, and a pre-employment background review that includes personal reference checks, law enforcement record and credit checks, and employment and education verifications.
