The Port of Portland takes pride in operating America's Best Airport, several marine ports, and properties and infrastructure located throughout the metropolitan area. The Engineering Department provides design and project delivery for facilities, utilities, systems, and equipment in support of marine and aviation operations. The Project Engineer supports these services within the Facilities Engineering team by providing engineering for the design, improvement, maintenance, and/or construction of infrastructure and facilities. Examples of projects this position will support include leading design of civil, structural and/or mechanical improvements at marine facilities, design review of consultant designs, and problem-solving and project development with maintenance and operations teams.  The Project Engineer participates in projects to ensure the viability of engineering designs and extended utilization of Port facilities and assets.



  • Provide project engineering services for Port facilities to support day-to-day facility operations and maintenance, and construction projects
  • Assist in capital asset and expense budget planning
  • Provide technical background and guidance in the operation and maintenance of facilities and marine structures including; pavements, buildings, rail, marine terminal utilities, complex mechanical systems and equipment
  • Provide engineering support in the planning, development, and implementation of projects with complex scope and high degree of technical difficulty
  • Produce comprehensive documents including systems drawings, and specifications for maintenance and operation of Port facilities
  • Act as lead on assigned projects
  • Work within the scope of cost, quality, and time parameters established; apply professional judgment and experience to understand the broader business context and the associated implications for engineering decisions
  • Provide engineering design, technical direction, and administrative skills in the planning, development, and implementation of maintenance projects
  • Prepare cost estimates and time schedules for proposed maintenance activities and projects at the budget phase and through construction
  • Coordinate the use of external consultant resources; provide in-house civil, structural, or mechanical engineering expertise and owner's perspective/overview of consultant services performed for the Port
  • Provide alternatives when analyzing and evaluating maintenance and operations impacts for specific Port facilities systems and situations



  • BS degree in civil, structural, mechanical, or construction engineering field is required; advanced degree is desirable
  • Professional Engineering license (required)
  • This position will be filled at the Project Engineer II or III level depending on years of experience, breadth and depth of technical background, and experience as a project lead/staff lead. To be considered at the level III, six years of experience is required. To be considered at level II, four years of experience is required
  • Proficiency using Microsoft Office suite (Outlook, Word, Excel & PowerPoint) and other software applications
  • Excellent communications skills both written and oral
  • International Building Code (IBC) and other construction codes 
  • Valid Oregon or Washington driver's license (required)
  • Must obtain and maintain security clearance for unescorted access to secure Port facilities, which may require a criminal background check

Prefer candidates with relevant knowledge and experience in one or more of the following areas of expertise:

  • Maintenance engineering, field analysis of assets, problem solving with operations teams
  • Pavement asset management programs and experience in pavement systems life cycle
  • Railroad rail asset management programs and experience in the rail track, rail bed, ties and switches life cycle
  • Marine berth maintenance dredging, building roof management; asset management or building maintenance/management programs
  • Knowledge of current vessel berthing practices including marine fender systems, piles, breasting dolphins, other structures and vessel berthing components
  • Experience in the operation, maintenance and/or construction of marine terminal facilities including bulk handling, auto importing/processing facilities and container handling facilities
