Statement of Objectives

 

CQM Services, FDA Lab

 

White Oak Campus, Maryland

 

 

 

Background:

 

GSA National Capital Region has a continuing need for construction management support for Food and Drug Administration (FDA) facilities for various projects and locations throughout FDA Facilities at the White Oak Campus, Maryland.

 

 

Scope:

 

Provide a Senior Mechanical Engineer Project Managers for the on-going construction projects at the various buildings within FDA. Engineer should have 5 years of Lab or Hospital experience.

 

 

 

Resumes submitted for proposed personnel deemed insufficient for evaluation, the CO, COR, or PM may require that the CM provide further evidence to demonstrate their abilities and suitability for the intended positions. This may include additional work examples and/ or other evidence, oral interviews, testing, and/ or other appropriate means.

 

 

 

Contractor shall have a background investigation completed for CQM's with their appropriate job responsibilities in order to issue a PIV Card. This requirement is from a Presidential Directive 12 (HSPD-12) establishing a common identification standard for Federal employees and contractors.

 

 

 

Period of Performance: The period of performance will be one year from the date of award.

 

 

 

Performance Requirements:

 

1.            Design Phase Services -

 

Conduct 30%, 70% and 90% design reviews for constructability and bid ability. Comments will be in writing and provided to GSA construction Project Manager (PM) in a timely manner. Insure that A/E's design matches existing conditions. Attend design review meeting(s) if requested .

 

 

 

Assist in the development of ..Scopes of Work" for minor R & A projects and change orders on on-going construction projects.

 

 

 

2.            Construction Phase Services-

 

Set up job files or folders. Establish submittal and correspondence logs. Assist in the development of Pre-Construction Outline; set up and participate in Pre-Construction meeting.

 

 

 

Schedule and conduct weekly progress meetings; provide written minutes of meeting within 3 working days after meeting. Review contractor's progress schedule and provide comments, if any. Monitor contractor's progress and advise PM if contractor is falling behind schedule.

 

 

 

Review contractor 's submittals and/or shop drawings to insure material and equipment are approved (by A/E) and comply w/ contract requirements.

 

 

 

Assist in development of change orders. This includes preparing Scope (as noted above), a detailed cost estimate, assist in negotiations w/ contractor and preparing the change order package (finding of fact, record of negotiations, etc.).

 

 

 

Review contractor's correspondence and provide a draft response if required. Log in and file in appropriate folder. Immediately notify PM of any potential problem, claim or change order.

 

 

 

Monitor the contractor's progress; prepare daily reports; draft construction and/or safety deficiencies notices; insure material/workmanship comply w/ contract standards and witness on-site testing.

 

 

 

Conduct labor standard interviews to insure contractor's compliance w/ Davis-Bacon wage rate standards.

 

 

 

Review contractor's payment breakdown for acceptability. Note any discrepancies and unbalanced (front end) loading. Review contractor's monthly payment requests to insure "work in place" matches contractor's estimated percent completion for each line item.

 

 

 

3.            Closeout Phase -

 

Assist PM is preparing contract close out packages including obtaining contractor's final invoice w/ release of claims; as-built drawings; 0 & M manuals; spare parts; training has been provided; hazardous waste manifests, if required. All payrolls, payments and change orders shall be included as part of the package.

Requirements

Candidate MUST have 5 years Lab or Hospital construction experience. 

Prior construction experience on government projects will be helpful.

Degree in Mechanical Engineering is required.
