This posting is for a manager position for department 10637, Sandia External Production Program Management\. This is a high rigor Nuclear Deterrence program\. The successful candidate will recruit, lead, and develop professional staff experienced in project management, scheduling and project controls, change management, and risk management\.

The selected manager will be expected to partner with the Program Managers in Center 2500 to execute the business processes required for the Sandia External Production program\. The successful candidate will also work with all systems departments, as well as component organization management, to ensure that the programs are executed within fiscal and schedule constraints while adhering to and refining the technical project management processes defined by high rigor Nuclear Deterrence programs\.

The successful candidate will partner with Control Account Managers internal to Sandia and interface with external organizations to effectively manage and coordinate project activities, report project status and share information across NSE sites\. The successful candidate will be responsible for continuing to advance project management activities for high rigor Nuclear Deterrence programs\.

Duties of the successful candidate will include, but may not be limited to:

+ Develop a deep understanding of program intent and context to develop and advance the 10620 and Nuclear Deterrence 2000 partnership model\.

+ Understand the technical drivers that affect program status and apply project management discipline and practices in order to identify issues and develop solutions for recommendation to Program Managers\. Develop and recommend program level solutions regarding scope, schedule, cost, quality, human resources, risks and opportunities\.

+ Ensure consistent and professional application of project management principles at rigor levels consistent with program intent\.

+ Be accountable for stewarding and reporting accurate and useful project management data, including the execution of earned value management system meeting program needs and requirements\. Be accountable for the development, synthesis and distribution of that data in ways that support decision\-making by the management team\.

+ Build and sustain effective working relationships across all NW centers, the Nuclear Security Enterprise, SFO, NNSA, and DoD\. Of critical importance is the ability to effectively team with Center 2500 managers, staff, and partner organizations\.

Staff management:

+ Guides the work of the department\.

+ Understands the work of the organization and connects the work and expertise of the organization with potential beneficiaries, collaborators, and customers\.

+ Promotes excellence by managing and coordinating specific deliverables, overall program and project plans, budgets, structures, schedules, and staffing requirements\.

+ Ensures that customer needs are satisfied through the creation of trust\-based relationships\.

+ Applies organization knowledge and experience to independently judge work quality, performance, and alignment of results with customer expectations\.

+ Oversees and manages members of the workforce, within the organization, including hiring, professional development, and assessment and performance management, consistent with mission of the organization\.


+ Requires a bachelor's degree Business or STEM discipline and eight or more years of experience, including two or more years of leadership experience; or equivalent combination of education and experience\.

+ Experience in program/project management functions, including defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and/or managing change control and risk\.

+ Experience in implementing project management practices and tools on complex, highly technical development projects\.

+ Project management experience that required application of Earned Value Management techniques\.

+ Position requires an active DOE L\-level security clearance or equivalent DoD security clearence\.


+ Advanced degree in Business or STEM\.

+ PMP or equivalent certification\.

+ Demonstrated ability to represent Sandia on large, complex programs with external sponsors and partners\.

+ Demonstrated ability to understand large complex engineering programs and bridge technical challenges with programmatic impacts\.

+ Demonstrated ability to lead beyond immediate direct reports across Sandia, across a program, across the NSE

+ Strong customer focus and desire to build teams of people to capitalize on opportunities to improve the operations of the NW program at Sandia

+ Demonstrated ability and experience in working with all levels of staff and management\.

+ Excellent written and verbal communication skills and demonstrated ability to make decisions\.

+ Active DOE Q\-level security clearance or equivalent

Department Description:

The SEP Program Management Department \(10637\) manages component production for multiple weapon systems\. We collaborate with technology teams to ensure the production lifecycle of components meets customer schedule and cost requirements by implementing change control, earned value, and risk management\. Security Clearance:

Position requires a Department of Energy \(DOE\) granted Q\-level security clearance\.

Sandia is required by DOE directive to conduct a pre\-employment drug testing, and a pre\-employment background review that includes personal reference checks, law enforcement record and credit checks, and employment and education verifications\.
