Description: Description About the Position: Lead Engineer (Plant Compliance Engineer) – Under the direction of the Manager of Compliance & Training work within the LNG Operations Compliance & Training Group enterprise wide in three states with thirteen (13) LNG plants to ensure high levels of regulatory and company policy compliance through use of internal audits/inspections, risk analysis, and standardization across enterprise wide; to prepare reports for departmental management; to train plant personnel on procedural changes and updates; to oversee compliance within the PAS 55 protocol. Position Responsibilities (including but not limited to):
Provide expert technical support to the plants relative to regulatory inspections conducted by agencies such as Department of Homeland Security, New York State PSC, Massachusetts DPU, Rhode Island PUC, FERC and the New York City Fire Department.

Provide the expertise to conduct internal plant inspections and produce reports on plant documentation programs that are required by code and company policies. Based on the findings make recommendations to resolve any deficiencies found.

Inspect plant documentation to assure that the LNG Operations Department standardization program is being followed. Based on the findings make recommendations and work with plant personnel to resolve any deficiencies found.

Provide expertise to the plants in maintaining and reviewing as required by code (every 2-years) the plant procedures in the categories of Emergency, Security, General, Isolation, Operating and Maintenance and the required documentation of the review.

Provide expertise in the development and implementation of code required plant drills that deal with LNG spills, gas vapor leaks, fire, plant damage, operation of ESD systems, emergency notification process and how to shut down the plant and put it into a safe condition.

Maintain the LNG Operations Department’s LNG Operator Training Program which is code required. This program produces and maintains plant staff that is Fully Qualified to operate and maintain gas production plants and portable vaporization operations. This includes updating the plant’s training manual and make sure it is being reviewed every 2-years as required.

Provide expertise in the development and implementation of the Training Program’s oral, job performance and written proficiency testing program which includes that staff satisfactorily pass the requirements and that this is properly documented for review during regulatory inspections.

Provide expertise in the development and implementation of the training program due to plant modifications. This includes a description of the new process, testing, procedures in the 5 categories that apply and a process safety assessment of the new conditions.

Provide the expertise in maintaining the developed plant inspection documentation structure which provides all the plant information needed for a regulatory inspection. This structure is set up in a binder format (both hardcopy & electronic) that follows the code sections.

Stay abreast of changes to codes and company policies and develop plans to implement those changes in the plants as required and that the changes meet all applicable codes and regulations. Inform plant management of any new requirements that need to be met. Also scan for industry and product improvements that could enhance plant operations. Check that any changes are properly documented.
Provide technical expertise in the inspection process and operation of Portable Vaporization Operations.

Assist plant personnel with operational/mechanical problems.
Become proficient in the Process Safety Management system relative to LNG Operations. You will be required to actively participate in competency training modules arranged by the Process Safety Group and LNG Operations to increase your knowledge in the following areas: Become familiar with the term Major Accident Hazard sites The 12 company process safety Risk Control Standards The Key Performance Indicator process Awareness of the company’s US & UK Process Safety Groups Participate in the various layers of the Process Hazard Analysis function Assist as requested in the performance of Risk Hazard Assessments for any of the LNG plants Promote the process safety values to all employees Other specific process safety related competencies as defined for your roles and responsibilities in the Company’s US Process Safety Competency Management system.
Qualifications Knowledge & Experience Required:
Professional qualification and experience within a specific field of expertise such as broad engineering experience through qualification (degree) or alternatively a minimum of 5 years experience in LNG Production Plant operations & maintenance will substitute for a degree. Knowledge and experience of the Nationalgrid gas production plant management and operation programs. Demonstrates the ability to apply and modify complex theories and learned concepts appropriately.

Detailed knowledge and understanding of legislative/regulatory issues affecting the industry including knowledge of Federal DOT LNG CFR 193, FERC, NFPA 59A, State LNG code and NY Fire Department LNG code. Demonstrates the ability to anticipate obstacles and think ahead about next steps.

Knowledge and experience of working with external regulators and to develop successful, long-lasting partnerships with them and seeks to understand and challenge regulatory scenarios to the benefit of all parties.

The ability to work with other departments in the company to provide them with requested information in a timely and professional manner.
