We are seeking a International Biological and Chemical Threat Reduction Systems Research and Development Scientist

The Risk Management Department of the International Biological and Chemical Threat Reduction Program, (IBCTR), has an exciting limited-term employment opportunity to support the design, planning, development, integration, implementation, and testing of technical solutions in support of the IBCTR mission. The ideal candidate will apply integrated technical judgment?which requires using the scientific method to recognize and formulate problems, to collect data through observation and experimentation, and to formulate and test hypotheses?to anticipate, innovate, and deliver solutions to Sandia National Laboratories missions. The selected candidate will integrate and implement solutions as part of our mission to identify and control risks from dangerous biological and chemical agents around the world. The ideal candidate provides decision insight to customers in ill-defined or complex multi-domain problem areas by applying critical thinking using a diversity of technical skills and expertise, and effectively communicating results of analyses to explain options and trade-offs. In addition, the position offers opportunities to develop and negotiate problem scope and requirements with decision makers to address near- and long-term problems with complex technical components.

The selected candidate will become part of a multidisciplinary team planning, conceiving, conducting and/or implementing diverse projects to meet the IBCTR initiatives for our customers and sponsors. The term of the position is one year, with the potential for annual renewal up to seven years. Daily responsibilities include:

? Plans, conceives, conducts, or manages research and development for Sandia?s customers and sponsors.

? Formally defines problem to be solved and formulates solution requirements, working with decision-makers to refine solution space.

? Creates new understandings and capabilities by using the scientific method?s hypothesis, test, and evaluation techniques; critical review; or similar engineering research and development methods.

? Creates and applies an analytic framework that utilizes quantitative and qualitative measures of effectiveness germane to stakeholder?s objectives.

? Uses engineering principles to research, design, or develop experiments, processes, systems, theories, or technologies, or to forecast their behavior under expected and emergent/unexpected conditions.

? Builds and works with multi-disciplinary teams to incorporate necessary subject matter expertise and domain knowledge for gaining an intimate knowledge of the system and its linkages and influences.

? Seeks knowledge of how to affect system performance while deploying new capabilities in complex systems.

? Develops novel analysis tools and techniques, and applies analysis skills and domain knowledge to understand and interpret model results, and evaluate options within the framework developed. Includes developing conceptual, descriptive, numerical or computational system models of complex systems.

? Communicates results to explain options, insights, and trade-offs to customers in a concise way that enables action.

? Contributes to technical publications and delivers presentations.

? Uses best practices to design and train staff to deliver unique biosafety, biosecurity and chemical security products in various environments including resource constrained environments. Recommend, design, develop, and/or support development and/or maintenance of engagement tools (including training, mentoring, assessments, etc.).

? Collects, analyzes, and aligns data associated with IBCTR engagement projects.

? Teams to design, test, and implement new engagement programs in support of the IBCTR mission

? Performs international delivery of products in low, medium and high risk countries.


? An undergraduate degree in a field relevant to the work of the department.

? Willingness and ability to undertake periodic domestic and international business travel, including to low, medium, and high risk countries, for periods of up to several weeks.

? Experience that demonstrates the ability to work effectively in teams, communicate effectively and persuasively, and engage positively with project team members and other project stakeholders.

? Experience that demonstrates the ability to successfully plan and execute technical projects.

? Strong verbal and written communication skills.


? An advanced technical degree in a field relevant to the work of the department; or significant equivalent experience.

? Technical knowledge and competencies appropriate to the position.

? Knowledge and/or experience in Biosafety and Biosecurity or Chemical safety and security, and applying this information to improve the risk management field.

? Knowledge and/or experience in international security issues.

? Knowledge of biological or chemical science and/or engineering-related fields.

? Experience and desire to affect global security issues from a technical perspective.

? Foreign language skills are a plus.

? International business experience is a plus.

? Broad awareness of Sandia National Labs nonproliferation capabilities and goals.

? Experience and knowledge to support or complete projects in an international setting.

? Thorough knowledge of and experience with designing, planning, and executing projects.

? Demonstrated ability to effectively communicate complex system issues and ideas to customers and stakeholders at all levels of government within the United States as well as internationally.

? Demonstrated experience working productively and proactively, both independently and as part of various multi-disciplinary project teams, in a diverse and multidisciplinary team environment.

? Proficiency using standard office software tools, such as Microsoft Office and Sharepoint.

The Risk Management Department of the International Biological and Chemical Threat Reduction Program (IBCTR) is multidisciplinary and focuses on advancing international threat reduction goals by promoting safe, secure and responsible use of dangerous biological and chemical agents around the globe. The IBCTR program provides specific technical advice to the US Government on issues related to counter-chembioterrorism, the Biological Weapons Convention, the Chemical Weapons Convention, and has projects in the following areas: security system analysis, design and implementation; agent risk prioritization; outbreak control and management; information control and management; training in the areas of biosafety, chemical safety, security, risk awareness, disease surveillance and diagnostics, and related topics; and global, regional, and country-specific analysis and assessments. These projects involve both US interests as well as those of various foreign countries and international organizations.

Security Clearance:

Position requires a Department of Energy (DOE)-granted L-level security clearance.

Sandia is required by DOE directive to conduct a pre-employment drug testing, and a pre-employment background review that includes personal reference checks, law enforcement record and credit checks, and employment and education verifications. This Limited Term Employee (LTE) position is a temporary position for one year term, which may be renewed at Sandia's discretion up to a maximum of seven years.

Individuals in LTE positions may bid on regular Sandia positions as internal candidates, and in some cases may be converted to regular career positions during their term if warranted by ongoing operational needs, continuing availability of funds, and satisfactory job performance.
