**Primary Job Duties:**

Acts as front-line resource to resolve inquiries from clients and may handle moderately complex situations and provide interpretations of established Sandia National Laboratories policies and procedures. Managesthe day to day inquiries and division of work for the Human Resources Associate (HRA) team, including the HRA student intern. Manages and drives weekly HRA meetings. Conducts 1:1s with each HRA/intern and provides regular feedback to the Team Lead. Keeps Team Lead informed of any issues that could escalate. Partners closely with Student Intern Program and Talent Management & Development Leads, and coordinates support for various events/peak workloads.

Provides HRA support for a business unit to include human resources transactions, such as processing new hires, transfers, promotions, and terminations. Conducts employment candidate briefings, and plans, organizes and conducts new hire orientations. Assists in answering the general human resource telephone helpline and participates on center, division or functional teams.

Oversees ongoing staffing audits, identifies any issues, and creates/implements plans to rectify any issues. Manages Staff Augmentation program for Division and partners closely with corporate POC?s. Administers Foreign National work and partners with the Foreign National Hiring Lead. Oversees organizational change processes for all employee movement processed by HRA team. Responds to Center reporting requests, and assists and trains HRAs on reporting tools. Oversees record management activities. Networks with other subject matter experts to provide expertise and consultation regarding current trends and business standards, best practices and policies, and procedures.

Conducts research on specific topics and provides proposals and advice on options and directions. Develops creative or innovative solutions to improve efficiency in our business operations. Creates measures, metrics, and reports that determine the overall effectiveness of human resources initiatives. Ensures that hiring policies, processes, and practices follow applicable affirmative action and equal opportunity laws, guidelines, and policies.

**Knowledge Skills & Abilities:**

Awareness and knowledge of relevant federal and state Equal Employment Opportunity (EEO), Affirmative Action (AA), and Americans with Disabilities Act (ADA) laws, regulations, and executive orders as well as U.S. Department of Energy orders related to diversity administration. Ability to lead teams and successfully execute assigned projects within scheduled scope and costs.

Understanding of record retention requirements. Ability to make administrative and procedural decisions or judgments on sensitive, confidential issues; to recognize importance of conflicting priorities; and to act accordingly.

Strong interpersonal, communications, and customer service skills; the ability to work effectively within a team in a fast paced, customer focused environment. Ability to perform independent research; to investigate, analyze and assess information; to draw appropriate conclusions; and develop appropriate solutions.

Proficiency in common office software and the ability to prepare and present reports. Knowledge of Sandia's overall organizational structure, mission, and goals. Adept in partnering with customers to evaluate the organization?s needs and execute talent acquisition strategies through customer service and communication. Strong analytical skills and proven competence in resolving issues. Ability to use analytical skills to develop and assess effective programs and research new areas of focus. Ability to identify and resolve routine problems and assist in making recommendations to management. Experience preparing and presenting oral and written presentations and reports.

Required:



Bachelor?s degree in a relevant discipline with 2 or more years of directly related work experience or equivalent combination of education and experience. Proven ability to leverage reports and data from human resources systems, with strong attention to detail. Intermediate to advanced capability with Microsoft office business applications, including Excel, PowerPoint, Word and Outlook. Ability to manage highly sensitive and confidential information.

Proven ability to lead teams collaborate, problem-solve, take the initiative, and juggle multiple priorities. Experience in a fast paced environment committed to customer service and continual process improvement. Strong communication skills, both written and verbal.

Security Clearance:


Position requires a Department of Energy (DOE)-granted L-level security clearance.
