We are seeking a Facilities Engineering Project Manager to develop and deliver Customer Funded (CF) and/or Facility Express (FE) Customer Projects.

_Candidates applying on this requisition may be interviewed and/or hired into one of several organizations at Sandia National Laboratories._

On any given day, you may be called on to:

+ Work with Customers, Operations Leads (as required), Contractors, and FMOC Management to ensure customer modifications/upgrades are executed and completed in a timely manner and within scope and budget.
+ Serve as the Partnership Lead which involves working closely with Sandia construction partners and Architectural Engineering (AE) firms to help make them successful in their construction/design work at Sandia National Laboratories.
+ Some travel may be required for this position.
+ Areas of responsibility for this Project Manager include the following:

- Oversee quality control, contract compliance, and contract interpretations.
- Negotiate with and update Customers, Operations Leads, and FMOC Management on scope, cost, schedule, quality and change requests for all assigned projects.
- Develop project plans, schedules, and milestones.
- Understands technical tasks sufficiently to identify time requirements and task dependencies.
- Manages technical resources within budget and project schedule.
- Knowledgeable of building codes.
- Employs standard project management practices including project plan development and control, scope management, project scheduling, cost estimation and management, quality assurance, project staffing, communications planning and management, risk and opportunity management, and procurement management. Proficient in using standard project management tools.
- Prioritize and manage multiple projects simultaneously.
- Ensure compliance with Corporate and FMOC requirements and be accountable for ES&H planning.
- Obtain Project Authorizations from Customers and FMOC management (where appropriate).
- Work with Design and Construction Suppliers, administer contracts and oversee design and construction activities. Hold design and construction supplier reviews.
- Identify, prepare and negotiate change orders and implement change control processes where necessary.
- Work with Sandia procurement and suppliers to ensure goods and services with the correct quality are used on a project.
- Ensure coordination of all project work during major outages (e.g. winter shutdown).
- Monitor contract warranty requirements and coordinate any necessary follow up work.
- Ensure safety on all projects and respond to safety and code violations. Support any investigations, audits, and/or occurrences.
- Develop risk mitigation strategies and implement them in accordance with Corporate Engineered Safety policies and practices.
- Coordinate exterior project work with the Facilities Infrastructure Team.
- Comply with established processes and provide feedback on process inefficiencies, barriers and improvement opportunities.
- Attend construction partner?s quarterly combined safety meeting.
- Keep construction and AE partners aware of significant issues that could have an impact on all partners (i.e., security/procurement/safety/schedules, etc.)
- Look for ways to help our construction and AE partners to succeed/be safe when working on Sandia construction jobs.


+ Bachelor's degree in Engineering or Architecture and 2 years of demonstrated experience in Facilities Project Management; or Master's degree in Engineering or Architecture; or equivalent combination of relevant education and/or experience.
+ If not already certified, must obtain PMP or equivalent certification within 2 years of hire.
+ Experience using the Microsoft Office Suite (e.g., Word, Excel, PowerPoint, Project, and Outlook) and Internet Explorer.


+ Professional Engineer (PE)
+ Project Management Professional (PMP) certification
+ Project Performance Management/Earned Value Management System (EVMS) training
+ OSHA 10 hour training and knowledge of International Building Codes (IBC)
+ Broad construction/field experience
+ Demonstrated ability to work effectively with a wide range of personnel and personalities.
+ Experience facilitating meetings.
+ Experience with attending and participating in weekly construction status meetings.
+ Contract development (including negotiations) and monitoring experience.
+ Excellent interpersonal and oral/written communication skills.
+ Demonstrated ability to ?carry through? to completion complex action items or process improvements.
+ Demonstrated willingness to ask questions of both customers and suppliers.
+ Demonstrated ability to evaluate methods/processes and to improve them as appropriate.
+ Demonstrated ability to prioritize and balance complex competing activities.
+ Must be a self-motivated individual that can work both independently as well as have demonstrated the ability to work in a close-knit team environment.

The Project Team, 04720, has three (3) primary focus areas. Facilities Express (FE) provides expedited and rapid turnaround engineering design and construction support identified and funded by line organizations, including installation, moving, upgrades, and/or modification of customer owned and operated equipment. These are small value projects (ranging from $1K to less than $50K). The Department also supports mid-sized Customer Funded Express (CFE) projects that range from $50K to $300K and large projects referred to as Customer Funded (CF) projects that range from $300K and above. The CFE and CF projects are more complex than FE projects and require direct project management involvement and oversight through all phases of the construction process (i.e., project development, design, construction, commissioning, close out).

Within the Project Team, 04720, there are two departments that execute the above described projects. The Customer Operations Support Department (04725) is responsible for the FE and CFE project execution and the Project & Construction Management Department (04722) manages the CF projects.

Security Clearance:

Position requires a Department of Energy (DOE)-granted L-level security clearance.

Sandia is required by DOE directive to conduct a pre-employment drug testing, and a pre-employment background review that includes personal reference checks, law enforcement record and credit checks, and employment and education verifications. This Limited Term Employee (LTE) position is a temporary position for one year term, which may be renewed at Sandia's discretion up to a maximum of seven years.
