Job Summary

Using strong engineering and architectural expertise as well as relevant technical knowledge in design and construction and project domain knowledge, works in a peer relationship with engineering personnel to develop customer requirements for complex and high\-rigor projects\. Has responsibility for successfully delivering multiple customer projects at all stages from concept through completion\. Projects typically have significant internal and external visibility and many are tracked at the Laboratory level and directly by DOE, for which Sandia's performance is evaluated\. This includes those that are larger, more complex, and require high\-rigor management, like congressionally authorized line items, or other externally funded unique projects\. Leads the project team of internal or external: engineering and architectural personnel, construction contractors, customers, sponsors, and suppliers to ensure that the project meets scope, schedule, and cost requirements per DOE Orders and Sandia's requirements\. Often contributes to value engineering proposals to reduce cost of projects\. Works closely with project controls staff to ensure that the project progresses as planned and identifies and addresses both technical and non\-technical risks, opportunities, and other issues that impact the project during the project execution phase\. Using their experience as engineers, architects, or relevant technical knowledge the PM actively participates in making technical contributions to the project through capturing and developing the customer's technical requirements, properly communicating the design solutions to those requirements, and providing design assurance and constructability reviews\. Makes technical and programmatic decisions regarding the direction of a project and is held accountable for the results of those decisions\.

Primary Job Duties

Integration Management: \- Works directly with customers to develop requirements\. Responsibility for leading the project using project management skills including project plan development and execution, project monitoring and control, and integrated change control for all projects including large, complex, and high\-rigor projects\. \- Acts as a principal project interface with internal Sandia organizations, as well as external customers and suppliers\. Requirements and Scope Management: \- Uses engineering, architectural, and other relevant technical expertise to manage processes to ensure that all requirements are identified, negotiated, and verified with the customer while technically contributing to the requirements analysis\. \- Contributes to the requirements analysis by ensuring that all required work is identified and by recognizing and eliminating work that is not required to meet project goals\. \- Develops project plans, schedules, and milestones per the DOE approved Program Plan for Projects\. Time Management: \- Understands the technical tasks sufficiently to identify time requirements and task dependencies\. \- Manages processes including task definition and sequencing, duration estimation, and schedule development and control to ensure that the project is completed on schedule\. Cost Management: \- Manages technical resources within budget and project schedule\. \- Manages processes for ensuring that the project is completed within budget constraints using cost estimation, budget determination, and cost control and effectively addresses budget concerns with the appropriate program offices\. \- Negotiates with the customer on matters of customer requirements and limitations\. Uses Earned Value Management to properly analyze project performance Quality Management: \- Manages to approved processes including quality planning, assurance, and control to ensure that quality requirements are met\. \- Works with various Sandia organizations including security, safety, and environmental to ensure tasks are properly planned and executed\. Human Resource Management: \- Works with Sandia management to develop and execute the projects human resource plan including organizational planning, resource acquisition, and team development\. Communication Management: \- Provides the programmatic voice for the project when delivering information and making presentations\. \- Manages processes to ensure timely generation, collection, dissemination, storage, and disposition of project information\. \- Prepares timely and accurate reports which highlight key technical and programmatic issues and summarize information at a manageable level\. Risk and Opportunity Management: \- Uses a strong technical understanding of the risks and opportunities to ensure that all are properly prioritized and addressed\. \- Manages the processes for identifying, analyzing, and responding to project risk and opportunity including risk management planning, risk identification, qualitative risk analysis, quantitative risk analysis, risk response planning, and risk monitoring and control\. \- Responsible for developing risk mitigation strategies and implementing in accordance with corporate engineered safety policies / practices\. \- Conducts project postmortems and utilizes lessons learned for process improvement Procurement Management: \- Manages the processes required to procure goods and services from outside the performing organization\. Works with Sandia procurement and suppliers to ensure that goods and services of the proper quality are obtained when needed by the project\. Reporting \- Develops and delivers progress reports, proposals, requirements documentation, and presentations for all levels of stakeholders, both internal and external to the Laboratory\.

Knowledge, Skills, and Abilities

\- Knowledge and background in one or more engineering disciplines, such as mechanical engineering, electrical engineering, civil engineering, structural engineering, architecture or related technical field\. \- Knowledge of and experience with standard project management practices including project plan development and control, scope management, project scheduling, cost estimation and management, quality assurance, project staffing, communications planning and management, risk and opportunity management, and procurement management\. \- Knowledge of Building Codes\. \- Ability to manage technical projects\. \- Ability to make decisions requiring engineering judgment across more than one discipline\. \- Leadership skills, including the ability to develop and articulate a strategic plan and successfully implement it to deliver desired results\. \- Excellent verbal and written communication and presentation skills\. \- Ability to effectively communicate across science and engineering disciplines\. \- Ability to interface with management at all levels\. \- Knowledge of standard project management practices for technical work including project plan development and control, scope management, project scheduling, cost estimation and management, quality assurance, project staffing, communications planning and management, risk and opportunity management, and procurement management\. \- Project Management Institute \(PMI\) certification is desirable; equivalency is required\. \- Proficiency in tools and applications commonly employed in project management activities\. \- Knowledge of management practices, assurance processes, business operations, fiscal and scheduling systems, and acquisition standards\. \- Teaming skills, including the ability to work effectively with other organizations, project sponsors and customers, and suppliers\. \- Organizational skills, including the ability to effectively prioritize and execute tasks in a high\-pressure environment\.


Bachelors Degree in associated field\.

Experience managing facilities type projects\.

Experience performing architecture or engineering design on building systems\.

Understanding of facilities management processes such as operations, maintenance, document and project management\.

Proven effective leadership skills and have demonstrated the ability to forge alliances among diverse groups in a dynamic environment\.

Demonstrated analytical skills with the ability to anticipate, identify, and resolve problems with high level of detail\.

Ability to implement system processes utilizing latest technical approaches, handle frequent changing priorities, and coordinate multiple activities\.

Strong communication skills and ability to interact with all levels of staff and management\.

Excellent organizational and time management skills\.


Pursuit / completion of an advanced technical degree in architecture, engineering or a related field\.

Certification as a Professional Engineer \(PE\), Leader in Energy and Environmental Design \(LEED\), Certified Energy Manager \(CEM\), and / or Project Management Professional \(PMP\)\.

Demonstrated advanced computer technical skills including experience with a computerized scheduling system and AutoCAD\.

Department Description:

The Project and Construction Management Department is responsible for managing, executing, and inspecting all construction projects at the CA site\. This includes modification of buildings, space, and infrastructure systems as well as the design and construction of new facilities to satisfy changing programmatic needs\. The team also provides Sandia issued permits, escort support, and environmental & safety guidance through Facilities ES&H \(FESH\)\.

Position requires a Department of Energy \(DOE\) granted Q\-level security clearance\.
