The F135 Sustainment Program provides logistic products and services to the worldwide F135 propulsion fleet including Support Equipment, Joint Technical Data, Repair Development, Engineering Technical Services, Training Services, Fleet Operations, Supply Chain Management, Maintenance Services, Site/Depot Activation, and Fleet Management Services.

The F135 Sustainment Program Management team is seeking a qualified candidate for a Sustainment Proposal Manager. This position will be responsible for assisting the Sustainment Proposal Team Supervisor in the development, submittal, negotiation, sweep, and award of the sustainment content of the LRIP proposals including:

  • Lead and manage all Low Rate Initial Production (LRIP) and non-LRIP: retrofit proposal, Basic Order Agreement (BOA), Indefinite Delivery/Indefinite Quantity (IDIQ) and Rough Order of Magnitude (ROM) activities
  • Manage and participate with United States Government (USG) Joint Program Office (JPO) in proposal requirements working groups
  • Lead and present during proposal kickoff meetings
  • Review and approve P&W Basis of Estimates (BOEs) for all proposal activity
  • Oversee and approve proposal technical volume development
  • Manage and assist in preparation of proposal cost sheet to be presented at Proposal Review Committee
  • Review and approve technical volume and estimating methodology development
  • Evaluate and approve proposals prior to submittal
  • Manage fact finding and technical evaluation activities with the USG JPO and P&W suppliers
  • Lead and approve responses to requests for information and fact finding action items
  • Manage and participate in evaluation of USG JPO offers
  • Manage and participate in proposal negotiations
  • Lead and present during proposal sweep kickoff meetings
  • Review and approve BOE completion and evaluation of the sweep results prior to submittal to the USG JPO
  • Develop and manage overall Sustainment proposal calendar of events and proposal interim workflow
  • Develop and maintain Proposal Team standard work

This position requires close coordination with the proposal team members including the Program Management Office (PMO), Program Finance Services, Pricing, and the customer.
