We are seeking an ES&H and S&S Regulatory Compliance Analyst with heavy industrial and project management experience to support the Facilities organization with construction, maintenance and services activities\. The overall scope includes a wide range of oversight of industrial activities including power distribution systems and natural gas services\. Using strong engineering and ES&H expertise as well as relevant technical knowledge in design and construction and project domain knowledge, works in a peer relationship with ES&H, engineering personnel to develop customer requirements for complex and high\-rigor projects\.



The Professional will have responsibility for successfully delivering multiple customer projects and programs at all stages from concept through completion\. Projects and programs typically have significant internal and external visibility and many are tracked at the Laboratory level and directly by DOE, for which Sandias performance is evaluated\. This includes those that are larger, more complex, and require high\-rigor management, like congressionally authorized line items, or other externally funded unique projects\. The Professional will lead the project team of internal or external engineering and ES&H personnel: construction contractors, customers, sponsors, and suppliers, to ensure that the project meets scope, schedule, and cost requirements per DOE Orders and Sandias requirements\. The Professional will often contribute to value engineering proposals to reduce cost of projects and works closely with project controls staff to ensure that the project progresses as planned and identifies and addresses both technical and non\-technical risks, opportunities, and other issues that impact the project during the project execution phase\. Using their experience as engineers, ES&H professional, or relevant technical knowledge, the professional actively participates in making technical contributions to the project through capturing and developing the customers technical requirements, properly communicating the design solutions to those requirements, and providing design assurance and constructability reviews\. Makes technical and programmatic decisions regarding the direction of a project and is held accountable for the results of those decisions\.



On any given day, you may be called on to:



+ Work directly with customers to develop requirements\.

+ Be responsibility for leading the project using project management skills including project plan development and execution, project monitoring and control, and integrated change control for all projects including large, complex, and high\-rigor projects\.

+ Act as a principal project interface with internal Sandia organizations, as well as external customers and suppliers\.

+ Use engineering, ES&H, and other relevant technical expertise to manage processes to ensure that all requirements are identified, negotiated, and verified with the customer while technically contributing to the requirements analysis\.

+ Contribute to the requirements analysis by ensuring that all required work is identified and by recognizing and eliminating work that is not required to meet project goals\.

+ Develop project plans, schedules, and milestones per the DOE approved Program Plan for Projects\.

+ Understand the technical tasks sufficiently to identify time requirements and task dependencies\.

+ Manage processes including task definition and sequencing, duration estimation, and schedule development and control to ensure that the project is completed on schedule\.

+ Work with Sandia management to develop and execute the projects human resource plan including organizational planning, resource acquisition, and team development\.

+ Provide the programmatic voice for the project when delivering information and making presentations\.

+ Manage processes to ensure timely generation, collection, dissemination, storage, and disposition of project information\.

+ Prepare timely and accurate reports which highlight key technical and programmatic issues and summarize information at a manageable level\.

+ Use a strong technical understanding of the risks and opportunities to ensure that all are properly prioritized and addressed\.

+ Manage the processes for identifying, analyzing, and responding to project risk and opportunity including risk management planning, risk identification, qualitative risk analysis, quantitative risk analysis, risk response planning, and risk monitoring and control\.

+ Responsible for developing risk mitigation strategies and implementing in accordance with corporate engineered safety policies / practices\.

+ Conduct project postmortems and utilizes lessons learned for process improvement

+ Develop and delivers progress reports, proposals, requirements documentation, and presentations for all levels of stakeholders, both internal and external to the Laboratory\.



Required:



+ Bachelor's degree in a relevant Architecture, Occupational Health and Safety discipline plus five or more years of relevant Engineering and Operations or Facilities Project Management experience; or a master's degree or Architecture discipline plus two or more years of relevant Engineering and Operations or Facilities Project Management experience\.

+ Ten or more years demonstrative ES&H experience\.

+ Experience and/or supervision of occupational safety/industrial hygiene programs\.



Desired:



+ Thorough application knowledge of ES&H standards \(such as OSHA, NEC, NFPA, RedBook Hazard Analysis, and other applicable guidance\) and ability to properly integrate these principles is highly desired\.

+ Relevant experience in industrial and engineering operations, construction safety oversight, environmental agency coordination, and applicable Sandia, DOE, local, state, and federal guidelines\.

+ Masters degree in relevant technical STEM or ES&H\.

+ 15\+ years of ES&H experience\.

+ Experienced in Line Item construction requirements\.

+ Relevant professional safety certification or license \(Certified Safety Professional \(CSP\), Certified Industrial Hygienist \(CIH\) or other industry certifications\)\.

+ Knowledge and experience with developing safety cases and full\-scope safety assessments\.

+ Understanding of remote range activities, support requirements, and infrastructure\.

+ Experience organizing/managing Sandia WP&C processes\.

+ Strong ES&H/code compliance field experience\.

+ Experience with conduct of operations principles\.

+ Accident investigation experience\.

+ Lean six sigma, ISO, or equivalent quality experience\.

+ Active/Current DOE Q\-level security clearance\.

The Facilities ESH, Records, and IT Department supports ES&H/Asbestos Management efforts and provides records management, communications, publications, and IT support to the Center\.

Security Clearance:



Position requires a Department of Energy \(DOE\)\-granted L\-level security clearance\.
