Description:

Covanta seeks a dedicated specialist with in-depth knowledge of air quality regulations, Title V permitting, emissions reporting, and federal/state/local air emissions requirements. This individual will be responsible for ensuring regulatory compliance, implementing, and maintaining environmental management systems and programs for air, solid waste and water regulatory requirements for the Covanta Springfield and Covanta Pittsfield facilities.

Role Summary:

The Environmental Specialist role is responsible for serving as the facilities’ subject matter expert in all areas of environmental compliance including air quality, solid waste, hazardous waste, waste water and storm water.

Essential Duties & Responsibilities include:

Responsibilities include the review and analysis of continuous emission monitoring systems data; lab reports from air, water and waste sampling projects; preparation and submittal of agency reports; providing environmental permitting support for permit renewals and modifications including negotiating permit conditions to maximize operating flexibility; supervision of stack test program; maintenance of key environmental records and documents; ash and residue sampling\testing; and functioning as the primary liaison with state and local regulatory agencies. The candidate will also be responsible for the environmental compliance at the Bondi Island Landfill and must ensure that any profiled waste that enters the plant is acceptable under the permitting of the facility.

 

Permits

Filing appropriate compliance reports with applicable permitting authorities on schedule as required and negotiating permit conditions during permit review and comment periods to maximize operating flexibility.

Compliance Resolution

Identifying, solving, and documenting environmental compliance issues that may arise at the facilities, including determining any required reporting to agencies.

Emergency Response

While infrequent, specialist is expected to be available on nights and weekends to assist facilities if emergency condition should arise. Emergencies could consist of an air quality/APC event, spill of oil or chemical substances, or abnormal discharge to water system.

 

Data Integrity and Analysis

Working with facility staff, analyze voluminous compliance data, identify compliance trends, and propose local and systematic solutions to current and future compliance issues.

Regulatory Trend Updates

Monitoring regulatory changes affecting operations in the areas) of responsibility and building relationships with appropriate agency personnel to anticipate and track emerging regulatory trends that may impact operations. Improving overall existing environmental compliance programs, procedures and policies, recommending compliance software enhancements and integrating air quality compliance into overall company initiatives and efforts.

Program and Process Improvements

Improving overall existing environmental compliance programs, procedures and plans, and integrating environmental compliance into overall facilities’ initiatives and efforts.

Air Compliance Testing

Coordinating with all required staff, attending and/or supervising air compliance testing efforts at facilities and preparing and submitting reports and amendments as required under permits and regulations.

 

This position involves tasks such as: performing environmental compliance assessments; documenting compliance status and making recommendations on corrective action required to achieve compliance; and providing guidance and training on managing compliance.

 

Consultant Coordination

When consultants are utilized to assist with an environmental program, the ECS must coordinate their efforts to ensure budgets are carefully controlled, and accurate information is included in any and all reports to agencies.


The successful candidate must have a Bachelor of Science degree in engineering, environmental science, or equivalent field and a minimum of 5 years’ experience in the environmental permitting/compliance field, with a strong emphasis in Title V Air Quality Compliance.

A working knowledge of Massachusetts and federal environmental regulations in air, waste, and water is desired.

The individual must have strong written and oral communication skills, an ability to work cooperatively within the regulatory framework, and strong computer skills including proficiency with MS Office applications.
