Description: Description About the Position: The Instrumentation & Regulation (I&R) Engineer position provides engineering expertise and technical support associated with the operation and maintenance of National Grid’s gas transmission and distribution gas facilities. This position will also be responsible for preparing operational engineering deliverables for projects containing technical scope, project schedules, and project estimates as well as evaluation of technical alternatives.
Position Responsibilities (including but not limited to): Provide engineering support of I&R’s operation, maintenance and inspection practices to ensure compliance with applicable mandated Federal and State regulations as well as company policies and procedures. Perform the engineering and design of small scale gas distribution/transmission regulating facilities, large metering, gate station, as well as Instrument & Control and CNG projects. Incorporate applicable standards, procedures, and State/Federal regulatory requirements into gas systems designs. Generate and track work orders, and their expenditures, as well as perform timely close outs and submission of documentation to fixed assets and the records center. Identify, specify and procure required materials as well as any necessary contractor services. Prepare project specifications, design drawings/schematics and develop procedures and technical documents. Identify and acquire the necessary permits, licenses, and easements associated with the project. Participate in the development of design layout, scope, cost estimate, SOP and PHA for all Project Engineering & Design (PE&D) and Pressure Regulating Engineering (PRE) projects. Ensure that all work is performed in accordance with Company standards and procedures, PSC Code requirements, OSHA, and municipal rules and regulations. Work to ensure that system maps, station drawing and schematics are available, accurate and up-to-date in order to support the operations. Provide technical support during the construction phase of the project cycle. Perform closeout activities to accurately close projects both financially and technically by providing work order summaries and archiving as-built information. Assist with the development, review and update of applicable company design standards and procedures to ensure alignment with regulatory requirements. Proactively make changes to improve performance, efficiency and effectiveness of processes and training for I&R. Maintain industry involvement to keep abreast of changing technologies and best practices. Must be able to travel overnight outside normal work area as needed. Must be able to work beyond normal working hours including nights/holidays/weekends for emergencies or other special events. Must participate in I&R’s Supervisory standby rotation assignment and may be required to assume temporary Supervisory duties, as needed. Must hold applicable Operator Qualifications and attend Annual Expert Training (AET) Qualifications Knowledge & Experience Required: Bachelor’s Degree in an Engineering discipline is required. At least 2 years of engineering, design or supervisory experience preferred. PE/EIT registration is desired, but not required. Extensive knowledge of the gas transmission and distribution system, SCADA system, gas operations, gas utilization equipment, gate stations, metering & regulating stations and CNG. Strong knowledge of Federal, State, and Municipal Codes and Regulations. Familiarity with Design and Construction Standards, Work Methods, Policies and Procedure and the application of the Collective Bargaining Agreement are needed. Ability to assess project scopes, prioritize work and manage multiple projects within budget and time constraints. Demonstration of a high level of personal initiative and ability to interact with a diverse group of company personnel, contractors, regulatory representatives, and town/city officials in a positive collaborative manner. Ability to interpret and/or create P&ID's, schematics, and design drawings, as needed. Strong communication & organizational skills with the ability to plan and manage multiple tasks and projects simultaneously. Works effectively and efficiently with a team and takes responsibility for correcting problems promptly Proficiency with computers and PC software applications including the Microsoft Office suite and AutoCAD. Familiarity with work management applications such as SAP, Maximo and Power Plant is a plus. The ability to troubleshoot and problem solve safe and viable solutions. Must have a valid driver’s license with a safe driving history.
