Description: Description Job Purpose:
Provide leadership and guidance to the Analysts/Engineers in the New England CNI (Critical National Infrastructure) EMS (Energy Management System) support team. The Manager provides system administration and application support for a system that has been identified as a CNI system. Responsibilities include software, operating system, network, security design, and support/maintenance of the EMS to support Control Center Operations for the New England Electric Transmission and Distribution Business. The position will require extensive work with internal, external, and outsource parties in delivering service.
Position Responsibilities (including but not limited to): Work closely with the US CNI Compliance team to ensure standards are being followed, participate in audits and remediate any compliance or outstanding audit actions. Participate in the maintenance and operation of the IS infrastructure (hardware, software and communications) associated with CNI system. Responsible for the host support end out to the field instrumentation. Identify and develop all System Support changes to reflect system upgrades and expansion, testing of system inputs and where necessary troubleshooting of both hardware and software problems as they occur. Plan and execute system maintenance work in an on-line operating environment. Responsible for all peripherals, PCs, servers, Development Lab and Production systems. Responsible for assuring that the EMS presents and maintains accurate and timely information for control and monitoring. Interface with other business organizations to gather the necessary information to develop project work scopes that meet the needs of National Grid’s large energy customers. Initiate, plan, direct, and coordinate project activities (project design, specification, cost estimating, scheduling, start-up and testing, reliability analysis, project close-out). Participate in rotation management coverage for CNI systems24/7 on call support. Develop and maintain procedures and tools for the correct recording and progressing of requests for support. Responsible for responding to requests for support and that actions are properly logged. Ensures users and other interested parties are kept informed of progress and that corrective action is taken to avoid or minimize delays. Participate and coordinate testing of backup systems annually. Participate in the planning for future CNI application or infrastructure projects. Participates in project teams as necessary to ensure compliance with CNI principles, Federal and NERC CIP Standards.

Knowledge & Experience Required:

mso-ascii-theme-font:major-latin;mso-hansi-theme-font:major-latin">Strong understanding of and be familiar with SCADA control system networks, equipment, their associated Federal, State and local regulations to increase reliability, performance and safety.

mso-ascii-theme-font:major-latin;mso-hansi-theme-font:major-latin">Has computer security management expertise in order to be completely responsible for system security by controlling, monitoring, and auditing system access as recommended by corporate policy.

mso-ascii-theme-font:major-latin;mso-hansi-theme-font:major-latin">Capacity to take complete responsibility for the support, development and maintenance of the critical programs used to run and support the EMS Applications, and SCADA Control Systems. Troubleshooting skills to fix problems with any of these critical hardware and software components.

mso-ascii-theme-font:major-latin;mso-hansi-theme-font:major-latin">Must be able to work independently and manage a project team composed of engineers, consultants, contractors and technical specialists.

mso-ascii-theme-font:major-latin;mso-hansi-theme-font:major-latin">Must be willing to be a part of an on call support team covering 24 hours by 7 days systems.

Qualifications Required:

Educated to degree level or equivalent (Bachelor’s Degree) in Mechanical, Civil, Electrical Engineering, or Computer Science and 5+ years relevant experience working with critical control systems.

Main Interfaces:

Key Business Users e.g. Energy Control Centers, Field Operations, Planning, Environmental, System Integrity, NE ISO and other NE LCCs, Compliance

Key IS Contacts : Telecom Manager, Gas and Electric T&D LoB, Business Relationship Managers, and portfolio leads for each area.
