Analyst (Senior, Lead, Principal) FERC Strategy and Performance Management

This role provides analytical and organizational support to the FERC Jurisdiction by helping to deliver positive financial results, regulatory outcomes, operational performance, attainment of capital investment plan, and positive stakeholder engagement for the electric transmission, electric generation, and wholesale natural gas businesses. S/he undertakes detailed analysis and evaluation of existing and emerging regulatory and policy initiatives in the wholesale electric and gas sectors, and supports the development and implementation of policy directions that will be advanced by the Company’s leadership. S/he drafts white papers and leads the Jurisdiction board paper development and coordination efforts. S/he also assists in tracking performance metrics, provides support and organization for reporting activities, and assists in analysis for strategy development and business planning for the Jurisdiction.

Key Accountabilities (include, but are not limited to): Assisting in the development of policy positions and related presentations for communication to the Jurisdiction and executives.

Drafting white papers.

Leading the Jurisdiction board paper development/coordination.

Collaborating with relevant departments across the Company to evaluate policy positions and disseminate policy positions.

Ensuring sustained presence at and visibility into FERC, ISOs, industry groups, and other jurisdictions to further policy advocacy objectives.

Monitoring with regard to:

Financial results consistent with defined targets

Regulatory outcomes to allow attainment of financial targets

Operational performance consistent with jurisdictional metrics

Approved capital investment plans

Positive and effective external relations with regulators, ISO’s, government officials, external stakeholders, industry associations, and the media

Strategic plan, incorporating business and community trends.

Supporting coordination of the virtual team, including all operations; customer; network strategy; finance; regulatory; shared services; government; media; employee communications; Safety, Health, Environment and Wellness group (SHE); Legal; and Human Resource (HR) leads.

Compiling jurisdictional performance indicators across all parts of the Company under continuous review, and perform analysis on performance within the framework of established policies, regulatory agreements and in view of key risks facing the business.

Assisting in reporting and assurance processes, as well as business continuity planning.

Monitoring recognized company management systems and assessing consistent application of procedures and processes necessary to identify and address risks and maintain compliance with regulatory and Company requirements, as well as setting a framework for continuous improvements.

Monitoring information management systems to provide an effective, consistent approach to performance reporting and improvement planning.

Providing advice to counterparts in the data analysis function on data collection, analysis, and performance reporting to ensure that regulatory requirements and internal business needs are met.

Cultivating successful working relationships across Jurisdictions and Functions to ensure consistent operational performance support.
Qualifications
Knowledge & Experience Required: Strong analytical and public policy skills.

Experience in preparing policy papers.

Demonstrated ability to develop hypotheses, structure research and gather information to test hypotheses, and, present well-supported conclusions and recommendations.

Knowledge of energy (wholesale electric/gas) policy issues.

Understanding of the changing regulatory environment in which the Company operates.

Excellent organization skills, ability to work independently, handle multiple tasks.

Demonstrated project and process management skills and experience.

Excellent leadership skills.

Excellent written and oral communication skills.

Knowledge of U.S./state regulatory frameworks and an understanding of the respective jurisdictional company entities. Knowledge of specific Company regulatory data reporting and recordkeeping requirements (a plus).

Experience in strategy, risk identification, performance management and reporting.

Operational and strategic planning experience in one or more disciplines in an electric/gas utility.

Financial analytical skills.

Qualifications Required: Bachelor’s degree in policy (energy and/or environmental), business, finance, economics or engineering.

Master’s or MBA degree preferred.

Knowledge of energy (wholesale electric/gas) policy issues.

Minimum five (5) - ten (10) + years of relevant work experience.

Experience in strategic planning, budgeting, performance and project management, and reporting.

Demonstrated ability to work well across all functions, with staff from a diverse range of backgrounds and experience.

Excellent oral and written communications skills.

Expertise in relevant software, e.g , Microsoft Office, with knowledge of data management and record keeping. Knowledge of relevant industry practice and trends within the industry.
